The subject of the call for proposals is the ongoing editorial provision, updating, editorial administration and further development of the DSPB, which represents the BA's basic knowledge of occupational systems and vocational/educational studies, with all its components.
In detail:
- At the beginning of the assignment, takeover of the BA's professional systematic and informational professional data bases
- Conception and implementation of new topics relevant to the profession resulting from the changes in the world of work and occupation, transformation processes, automation/digitization (see Chapter 4)
- Ongoing comprehensive market observation of the (education, training, university) education, employment and labour market, including derivation of the necessary impulses for action for the DSPB (see Chapter 8.1)
- Ongoing editorial creation, updating, data maintenance and further development of the systems, information, links, control data, etc. managed in the DSPB (see chapters 5 & 6)
- Regular provision of this data (see Chapter 9)
- Implementation and documentation of customer response management (KRM) in connection with the DSPB (see Chapter 10)
- Data maintenance and updating of the vocational basics for the Check-U and New Plan exploration tools as well as their further development (see Chapter 6.1.7)
- Implementation to ensure the international compatibility of the occupational classification and the list of competencies and to include new information (see Chapter 4.4)
- Assumption of general editorial services as well as flexible responsiveness to the constant change in the world of professions and the (education/further/university) education and labor market against the background of megatrends such as digitalization, ecological and demographic change, which are changing our professional and working world. They are of fundamental importance for the transformation processes in the labour market, are closely related to each other and influence each other. (see Chapter 7 as well as Chapter 13 & Chapter 14)
Planned concepts during the term of the contract (see Chapter 4):
- In the future, intelligent search algorithms and artificial intelligence (AI) will increasingly be used to further develop the DSPB. The results, for example of observations and derivations of competence requirements on the labour market, are made available to the Contractor by the Client in a processable format, e.g. currently XML, for the further development of the classifications and job descriptions. The necessary models and algorithms are being developed by the BA.
- Concept for the further development of the competence system to the developments of the education and labour market, including future skills
- Concept for optimising data storage and reducing redundancies in data delivery/storage.
- Concept for the optimization of information descriptions - Review with regard to labor market relevance and online-friendly preparation of the content
- Concept for the further development of the content, regular up-to-date information on the restructuring of training occupations, including overviews of abolished occupations and occupations with changed job titles; Expansion with the aim of also taking into account new occupational groups, e.g. further training occupations, occupational employment opportunities

- Concept for the modernisation of the KURSNET-C system for the optimisation of further training to adapt to labour market change and relevance (optional) (see Chapter 4.5)
- Review and, if necessary, further development of the KURSNET-D system - Advanced training (see Chapter 4.6)
- Concept for the modernisation of the H-system to map the labour market relevance of the fields of study and sub-fields of study
- Concept for the further development of the presentation of historical developments of professions (training - skills; Presentation of occupations-genealogy) (optional) (see chapter 4.8.1)
- Conception of professional newsletters for internal and external interested parties (optional) (see chapter 4.9)
- Concept for the further development of the provision of regional information for school-based education - federal and state regulations (types of schools, locations) (optional) (see chapter 4.11)
- Concept for the redesign of the vocational profiles - revision of content and design as well as additional preparation for young people with difficult starting conditions in easy language and preparation in foreign languages; Redesign of a profile on the topic of career prospects for the target group of adults with initial training/studies to support career guidance in working life (BBiE)
- Data maintenance and updating of the assignment of occupational positions to ISCED (International Standard Classification of Education) (see Chapter 4.4 / 12.2)
