Description:
The project aims to enhance the Institute of Legal Medicine's operations through an integrated management system for forensic documents, updated software and hardware, and improved communication interfaces with various health and judicial bodies.

The general objective contributed by the provision of products
• achieving an integrated management system for forensic documents and information flows (registry program), which will significantly reduce waiting times for applicants
• updating software and hardware systems to work efficiently on new systems developed
• creating a management program for forensic information and documents ready for interconnection with other similar systems (such as the National Forensic Medicine Network)
• preparation for integration into government cloud
• creating electronic interfaces for receiving information from patients, judicial bodies, hospitals, and other health units, the Ministry of Health, the Public Ministry, the Ministry of Justice, the Ministry of Internal Affairs, and related structures
• preparing an interface for exporting information and transmitting it to beneficiaries
• training personnel to increase general and specific digital skills
• Development of Ethernet and/or Wi-Fi network infrastructure – by purchasing the necessary equipment according to the new design plan (routers/switches/wireless access points, etc.). Implementing a network infrastructure is essential for the efficient operation of the laboratory as well as for facilitating communication between equipment.
The delivery time for the Management System/Products can be modified by mutual agreement exclusively if the project implementation period is extended as a result of a possible extension of the PNRR implementation deadline.
Number of days until which clarifications can be requested before the deadline for submitting offers/candidacies – is 20 days, so that this information will automatically be included in the participation notice. The Contracting Authority will respond clearly and completely to all requests for clarifications/additional information registered within the deadline, no later than on the 11th day before the deadline for submitting offers, in accordance with the provisions of Articles 160 and 161 of Law no. 98/2016 on public procurement.

LOT 1 - Software for facial reconstruction.
Forensic medicine is responsible for conducting forensic anthropological examinations on human remains, bone fragments with or without soft tissue, with the aim of clarifying judicial objectives regarding the date and circumstances of death, tafonomic data regarding the changes that have occurred since the moment of death until the moment of discovery, determining the causes of death and identifying missing persons.
Forensic anthropological investigations are becoming increasingly complex, often in relation to multiple victims, as a result of natural or accidental disasters or crimes.
Due to the complexity of the objectives addressed to forensic anthropology, identifying missing persons is a priority for families searching for their missing loved ones.
Facial reconstruction
Among the modern means of identifying missing persons is facial reconstruction based on the skulls of unidentified persons. Facial reconstruction allows for greater identification by providing the possibility of publicizing the image in order to be recognized.
Facial reconstruction can be achieved through:
• Physical methods: using molds based on anatomical landmarks, applied layer by layer over a 3D printed skull replica, after scanning.
• Digital methods: using specialized facial reconstruction software.
• Combined methods: using both methods to verify the resulting models.

Document management system
In order to improve document flows both within INML and in relation to beneficiaries (Ministry of Health, Prosecutor's Offices, Police, Courts, hospitals), it is necessary to implement a document management system that allows interoperability through APIs and/or electronic transmission of documents.
The new system should include the following functionalities, reported both to current flows and to the expected optimizations following the project implementation.
