Situation: The Federal Agency for Real Estate Tasks (BImA) is the owner of the property in Leipzig, Ludwig-Erhard-Straße 7 (Reudnitz district, parcel number 15/1). It is planned to realize a multi-family residential building with 17 residential units and an underground garage on the property. Currently, the property is vacant and unused. For the planned residential construction project, a building application was submitted to the city of Leipzig on December 19, 2023, which was positively approved by the Office for Building Regulation and Monument Preservation with the building permit issued on June 5, 2024. The construction project aims to meet the future-oriented quality of living, which should be implemented by observing the criteria of barrier-free access, housing safety, community, appropriate technical equipment, sustainable construction, energy concept, and e-mobility. The building is a complete new construction with an underground garage and communal areas in the outdoor facility. Access to the underground garage will be realized using a car lift due to the spatially constrained situation. The waiting area in front of the lift will be designed to ensure that the traffic flow of Ludwig-Erhard-Str. and the adjacent bike path is not hindered by waiting cars. The basement serves solely for parking and building services connections. The ground floor accommodates the tenant's cellars and the electrical connection room. Each of the upper floors 1-5 contains 3 apartments per floor. The 6th floor, the setback floor, houses 2 apartments. In the garden, a play area with corresponding play equipment is planned, along with the planting of 2 large trees. The bicycle and waste room shed is located in the courtyard area, which is supported by the underground garage. The shed will have a green roof for rainwater retention, and a trench will be arranged under the play area. The multi-family house, including the outdoor facilities, will be planned and constructed based on a functional description of services (Annex Compilation 8). The project is to be completed by approximately the end of 2026 and handed over in turnkey condition to the BImA. The necessary planning and construction services for completion will be bundled and awarded to a cumulative service provider through this procurement procedure. The aim is to hand over the completed project in turnkey condition to the client.
