Initial Situation:
The Federal Institute for Real Estate Issues (BImA) is the owner of the property located in Leipzig, Ludwig-Erhard-Str. 7 (District of Reudnitz, Parcel 15/1). It is intended to build a multi-family residential building with 17 housing units and an underground garage on this property. The site is currently undeveloped and unused.
A building application for the planned housing construction project was submitted to the City of Leipzig on December 19, 2023, which was positively decided by the Office for Building Regulation and Monument Preservation with the building permit issued on June 5, 2024.
The construction project is aimed at meeting future-oriented residential quality, which should be implemented by adhering to the criteria of barrier-free access, residential safety, community, appropriate technical equipment, sustainable construction, energy concepts, and e-mobility. The building is a completely new construction with an underground garage and shared areas in the outdoor space. Access to the underground garage is implemented using a car lift due to the spatial constraints. The waiting area in front of the elevator is designed to ensure that the traffic flow of Ludwig-Erhard-Str. and the adjacent bike path are not obstructed by waiting vehicles. The basement is solely for parking and technical connections. The ground floor houses tenant cellars and the electrical connection room. There are 3 apartments per floor in the upper floors 1-5. The 6th floor, the set-back floor, contains 2 apartments.
In the garden, a play area with corresponding play equipment is planned, as well as the planting of 2 large trees. The bicycle and waste shed is located in the courtyard area, which is underpinned by the underground garage. The shed will have a green roof for rainwater retention, and a trench will be arranged in the area under the play area.
The multi-family house including outdoor facilities is to be planned and constructed based on a functional performance description (Annex 8). The project is to be completed by approximately the end of 2026 and handed over turnkey to the BImA. The necessary planning and construction execution services for completion will be bundled and awarded to a general contractor through this procurement procedure. The aim is a turnkey handover to the client.
Scope of Services:
The subject of this tender is construction execution services including preparatory planning services from stage 5 of HOAI (German Fee Structure for Architects and Engineers). Therefore, the scope of services covers all planning and construction services bundled to achieve the work success or to complete the construction of a functional and usable building that meets current legal requirements and generally accepted engineering standards.
