1. The subject of the contract is the execution by the Contractor for the Contracting Authority of a comprehensive task consisting of the construction of an IT system for road registration along with the implementation of the e-public services platform, in accordance with the technical, functional, and organizational requirements described in the document "Description of the Subject of the Order" (OPZ). 2. The scope of the contract includes designing, implementing, and launching a comprehensive IT system for managing road infrastructure in Rzeszów, along with a complete inventory of the road lane (photo registration and mobile 3D laser scanning of road lanes) and the development of databases. In particular, the subject of the order encompasses: 1) Development of data regarding the geometry of road infrastructure elements, vertical and horizontal signage, traffic safety devices, and other objects located in road lanes, to be executed in accordance with the requirements of the Regulation of the Minister of Infrastructure of February 16, 2005, on the numbering and registration of public roads, bridge structures, tunnels, culverts, and ferries, as well as the register of numbers assigned to roads, bridge structures, and tunnels, along with implementation. (620 km) 2) Photo registration of road lanes of public and internal roads owned by the City of Rzeszów along with implementation (620 km) 3) Mobile 3D laser scanning of road lanes of public and internal roads owned by the City of Rzeszów along with implementation (620 km) 4) Development of data concerning technological channels in accordance with the regulation of the Minister of Digital Affairs regarding information on technical infrastructure and technological channels and on the fees for occupying the road lane, along with implementation. 5) Migration of data from the existing database along with implementation. 6) Software – road registration system, which consists of: a) Map module with the option to print maps along with implementation b) Reference System Module along with implementation c) Legal Status of Roads Module along with implementation d) Road Infrastructure Objects Module along with implementation e) Registry Documents Module along with implementation f) Traffic Organization Module along with implementation g) Traffic Organization Projects Module along with implementation h) Engineering Structures Module along with implementation i) Periodic Control Module along with implementation j) Road and Bridge Maintenance Module along with implementation k) Road Detours Module along with implementation l) Construction Works Module along with implementation m) Ongoing Maintenance Module along with implementation n) Road Schedule Module along with implementation o) High maturity public e-service module (level 3 and 4) along with implementation 7) Integration with the accounting system and future EZD MZD system 8) Training for employees and administrators 9) Functionality and security tests 10) System support services along with tests in accordance with the OPZ requirements for the period declared in the offer 11) Preparation and delivery of post-implementation documentation 12) Execution of e-services at levels 3 and 4 along with a database and ensuring the required level of security along with implementation. 3.
