The target of the procurement is the National Passenger Transport Survey 2025 as defined in the invitation to tender and its appendices.
The object of the procurement and its scope are described in more detail in the invitation to tender and its appendices, especially in Appendix 1 Description of the object of procurement, which also states the option of the object of the acquisition.
The urban regions involved in the framework agreement are described in this invitation to tender. All parties contributing to the costs (participants) in urban areas are listed in Annex 1.1.
CONTRACT PERIOD
The framework agreement is valid for a fixed term until 30.6.2028. For details, see Annex A "Framework Agreement", point 6.
NEW CALL for TENDERS
The tendering process for the national Passenger Transport Survey 2025 framework agreement will be carried out again because a technical error attributable to the contracting entity was detected in the tender documents of an earlier tendering process, which could only be corrected by suspending the procurement and restarting the tendering process.
Only minor substantive changes have been made to the specifications for the new tendering procedure. Changes are indicated in red font in the accompanying documents. As corrective measures, compared to the previous invitation to tender, the contracting entity has added clear and unambiguous instructions to Annex 4 on the submission of Annex 4 Experts as a completed part of the tender. Annex 4 Experts is also allocated an explicit charging point in the same way as for other supporting documents attached to the offer (see section "Other conditions"). In addition, section 9 of Appendix 3 Safety requirements has been specified at the same time.
Tenderers are invited to take note of Annex F attached to this invitation to tender, which contains the questions received by the deadline for the suspended call for tenders and the answers given by the contracting entity.
