Description:
The Clinics of the City of Cologne gGmbH seeks to procure software to digitize patient information, consent, and document signature processes, transitioning from a paper-based system to a digital framework that integrates with existing IT systems.

The Clinics of the City of Cologne gGmbH (hereinafter AG) intends to procure software for the comprehensive implementation and commissioning of digital patient information, consent, and document signature as part of the present procurement procedure.

Currently, all information and consent from patients are predominantly paper-based. Documents are printed out for individual patients, filled out and signed by the patient or the doctor, and then archived as scans in the archive system (Pegasos). After the project is completed, the patient information and consent should be largely digitized by the medical service, and the automated transfer of relevant patient master and anamnesis data from the patient portal and/or the hospital information system (KIS) should be made possible.

It is pointed out that the services in question are financed by the Hospital Future Fund (KHZF), which is refinanced through the Recovery and Resilience Facility (ARF) of the European Union. Accordingly, the procurement of the services in question is also subject to the relevant funding legal conditions.
For this reason, certain mandatory requirements of the relevant funding criterion must be fulfilled to achieve funding eligibility.

In addition to the initial fixed term, the AG has the option to extend twice. It can extend the term of the contract by one year each time through a unilateral written declaration, i.e., for a maximum contract duration of 5 years.

The Contractor (hereinafter AN) is to be commissioned in accordance with the procurement documents, including the (partial) functional service description, with the market-ready, i.e., essentially defect-free, and compatible with the current IT landscape comprehensive implementation and commissioning of software for digital patient information and consent. Accordingly, all necessary services from project planning and design to installation and commissioning, as well as support & service, must be provided in accordance with the performance description.
