The procurement is a service procurement in accordance with the Act on Public Procurement in Certain Sectors (1398/2016), which will be carried out as an open procedure. This is a framework arrangement, where different numbers of suppliers are selected based on various parts.

HSY is tendering consulting services for a 24-month period during 2025-2027.

The bidder must submit the documents requested in the tender request along with their offer.

In accordance with the tender request, the selection of suppliers is based on overall economic benefit (price and quality) according to the tender request.

The estimated total amount of consulting services is estimated to be around 200,000 - 270,000 work hours over the next two years. The final number of hours will be clarified based on the investment plans that HSY will approve on an annual basis.

The Helsinki Region Environmental Services Authority is tendering consulting services related to investments, maintenance, and operations development for the years 2025-2027 from the following expert fields:

The bidder can participate in one or more parts (16 parts). The estimated start date of the contract period is 1.8.2025. In addition to the aforementioned hours for the period 2025-2027, this contract includes the possibility of a 2-year option if HSY decides so (estimated option hours 200,000-270,000 h). The procurement covers the entire HSY Helsinki Region Environmental Services Authority and the units belonging to the same group. The attached security agreement applies to all areas.

Framework agreements will be made on a consultant-by-consultant basis, not on an expert field basis. A contract model is attached to the tender request. The offer must be in Finnish. ALL documents requested in the tender request: 1) annex 1 Pricing annexes 2) annex 2 Company reference table 3) annex 3 Personal reference table must be included in the bidder’s offer filled out. 4) The bidder must also enclose annex 5 Quality and Resourcing scoring on their own document template.5) In addition to these, the bidder must also include their revenue statement according to the section other conditions.
