The intention is to purchase a number of 20 new and unused trams (CPV code 34622100-4 – Tramway vehicles rev.2), for public passenger transport, through the conclusion of a supply contract. The trams subject to this Specifications Document are intended to serve public passenger transport in the Municipality of Ploiesti on tram routes 101 and 102. The trams will be for urban passenger transport, therefore the offer will take into account the existing infrastructure (standard gauge tram lines of 1435 mm), traffic conditions, tram tracks, and the contact line for electric power supply. The trams must be new, comfortable according to SR EN 12299:2009 [101], comply with the current national legislation and European noise standards SR EN ISO 3095:2014 [53], SR EN ISO 3381:2011 [52]), with a 100% low floor throughout the area available for passengers, powered by alternating current, equipped with power and control electronic equipment with microprocessor, with energy recovery during braking, with a maximum operating speed of 70 km/h, adjustable and electronically limited to 50 km/h. The trams will be supplied from the existing overhead line (copper conductor with a cross-section of 100 mm2) through a pantograph. Thus, the trams must be made in accordance with the standardization documents in force, with national and international regulations regarding the technical conditions specified in the Bibliography Chapter of the specifications document. The technical specification in the Specifications Document indicates the standards that must be met, as well as certain restrictive limits for dimensions and construction characteristics required by the beneficiary. The trams will necessarily fulfill the conditions provided by the legislation, regulations, and standards specified in the Specifications Document. The trams will be constructed in accordance with the standardization documents in force, with national and international regulations regarding the technical conditions that must be met by road vehicles in order to circulate on public roads in Romania. The technical specification indicates the standards that will be respected, as well as certain restrictive limits for dimensions and construction characteristics required by the beneficiary. The contracting authority will respond to requests for clarification on the 11th day before the deadline for submitting offers. Number of days for requesting clarifications before the submission deadline: 20 days.
