Description:
The city of Flensburg seeks a technical project manager to oversee the development of the SH-Navi intermodal mobility platform, ensuring effective communication, software procurement, and coordination among stakeholders to enhance sustainable transportation options in the Smart Border Region.

The city of Flensburg and the districts of Schleswig-Flensburg and Nordfriesland have been part of the "Smart Border Region between the Seas" (SGR) since 2022, one of 73 model projects for smart cities nationwide. The model project supports initiatives aimed at using data to simplify the daily lives of people, improve living conditions, and prepare the region for the future. To advance the mobility transition in rural areas, attractive, comfortable, and user-friendly alternatives to motorized individual transport must be provided and, importantly, made visible. A key component in achieving this goal is the digital offerings and the availability of underlying mobility data, which help facilitate the transition from cars to sustainable transportation. This is precisely where the SH-Navi comes into play: the "SH-Navi" aims to create an intermodal mobility platform that combines options for public transport, pedestrian and cycling traffic, as well as individual and demand-oriented transport (e.g., on-demand transport from the SMILE24 project) for every requested connection, tailored to the needs and preferences of users, while considering available real-time information, for example, from public transport and sharing providers. Therefore, the Digital Agency Flensburg is planning for the model project "Smart Border Region between the Seas" with the "SH-Navi" project, the development of a mobility portal for individual intermodal route and trip planning in the region, and prospectively linking this service with the emerging Regional Info App by the end of the funding period (end of 2027). A first prototype of the portal already exists and is to be further developed under the guidelines of the client as part of the funding project. This prototype of the "SH-Navi" is based on the pioneering work of the reference project "City Navi" in Herrenberg, which was developed based on the open-source software projects OpenTripPlanner (USA) and Digitransit (Finland). For the project bundle "Adaptive Mobility", an inter-municipal working and steering group with experts from the involved municipalities has been established to involve stakeholders in the implementation of the "SH-Navi". The "SH-Navi" is pursuing the long-term goal of a nationwide rollout, primarily targeting all residents of the "Smart Border Region between the Seas" and the neighboring "KielRegion" in the first step. The Federal Ministry for Housing, Urban Development and Building, as well as the KfW development bank, have been supporting cities and municipalities since 2019 with the federal program for model projects in smart cities (MPSC) to develop innovative solutions for sustainable and digital development in cities and regions. This is a funding project. In the "SH-Navi" project, the SGR cooperates closely with the neighboring MPSC "Smart KielRegion". A corresponding cooperation agreement for the MPSC has been signed.

The subject of the contract is the technical project management for the 'SH-Navi' project. To successfully implement this, an experienced technical project manager is needed as external project management, who will significantly steer the development and continuous optimization of the product. This particularly includes ensuring communication among all parties involved and advancing the project. Other specific tasks include creating a requirements specification for the procurement of the software implementation of the 'SH-Navi' project, creating a specification for the implementation of individual steps (after bidding) in coordination with the project management team of the client, monitoring software development, reconciling the specification with the requirements specification from the tender, documenting errors and ensuring their resolution, controlling during testing operations, analyzing errors, and coordinating further error resolution during the testing and later live operations. Initially, particular emphasis is placed on assisting in the creation of the procurement documents and conducting the procurement for a suitable software developer for the technical implementation of the project (development, provision, and operation of the portal). These tasks are to be carried out in close coordination and cooperation with the project management team at the Digital Agency and with the lead local authority (District of Schleswig-Flensburg). Furthermore, the contractor is expected to assist in networking with other municipalities within the existing network of City Navi-based instances. Role of Technical Project Management in the Project Context The following overview of the central implementing actors with their designated roles is intended to clarify the understanding of roles in implementation. Role Contents Responsible Developers Team Software (further) development according to a shared backlog, implementation of features, bug fixes, active role in the further development of services (suggestions for new features, etc.) Developers team, which is to be commissioned through a separate procurement procedure. Content Project Management Overall coordination, release management Regional community and stakeholder management Content project management is provided by the model project "Smart Border Region between the Seas" (SGR). Technical Project Management/Technical Supervisor Technical standards, quality, security, architecture, code review Creation of requirements and specifications for software developers Involvement in regional community management (City Navi network; international developer community) The technical project management is the subject of this tender. The interplay and division of tasks between overall project management and technical project management can be negotiated throughout the process regarding task delegation where this is warranted. The role of the service provider yet to be determined for software development remains unaffected by this. Duration The contract begins with the award. The contract duration is at least 12 months. The contract will automatically extend by one (1) month if neither party terminates at least two weeks before the end of the minimum contract duration / the end of the extension. Budget For the one-time services, recurring services, and a part of the services charged based on effort (see Annex 2 - Service Specifications and Price Sheet - P (Price Sheet) - Nos. P1, P2, and P3.1) a maximum budget of 150,000.00 Euros (gross) is provided over the entire period.
