Up to 15 battery-electric midibuses are to be procured for use in the inner cities of Mannheim, Heidelberg, and Ludwigshafen, along with associated charging infrastructure and spare parts supply, supporting the cities' climate goals.

For the initial electrification of V-Bus, battery-electric buses including LIS are to be procured. The vehicles will be used in the inner city areas of Mannheim, Heidelberg and Ludwigshafen. In doing so, they support the goals of the cities of Mannheim and Heidelberg, both of which are participants in the EU mission "100 Climate-Neutral and Smart Cities by 2030". Both vehicles (solo buses, midibuses) and the associated charging infrastructure (LIS) for the Lampertheim site and optionally for the Neckarau/Mannheim site are to be procured and transferred to regular service. The object of the contract described here is solely the award of a contract for the procurement of up to 15 midibuses with battery-electric drive (framework agreement). To implement these measures, V-Bus has applied for funding for the procurement of 20 solo buses and 10 midibuses as well as the construction of 16 X LIS at the depot in Lampertheim. These are the funds for the "Promotion of buses with alternative drives" of the Federal Ministry of Digital and Transport, under the leadership of the project management agency "Forschungszentrum Jülich GmbH". The call-off of 10 midibuses is set as the guaranteed minimum purchase quantity in the present case. However, the framework agreement for the supply of vehicles tendered here also includes optional vehicles that go beyond this, as additional vehicles could be necessary in the future due to increased performance. For vehicles exceeding the minimum purchase quantities, V-Bus is not obliged to accept them. The V-Bus is much more free to call up the optional vehicles until the defined upper limits are reached. The call-off depends in particular on whether the V-Bus has appropriate own funds available in good time or whether other funding is approved. In addition to the delivery of the vehicles, the supply of spare parts is also to be included in the object of the contract. For the supply of spare parts, a framework supply agreement is to be concluded with a term of 10 years after the acceptance of the last vehicle. The contracting authority reserves the right to specify the subject matter of the contract in more detail during the ongoing award procedure.
The object of the award is therefore as follows:
• max. 15 midibuses (Midis):
o Maximum purchase quantity: 15 midibuses
o Guaranteed minimum purchase quantity and estimated purchase quantity: 10 midibuses
o The guaranteed minimum purchase quantity will be bindingly ordered within the approval period and must be delivered by 31.03.2027
o The term of the framework agreement is 8 years from the date of award.
o Call-off probably in batches of at least 3 vehicles each (may be the subject of negotiations);
o The term of the framework contract for the supply of spare parts is 10 years after the acceptance of the last vehicle.
