Description:
Creation and implementation of a patient portal system for multiple hospital companies to enhance patient loyalty, digitalize processes, and involve inpatients more closely in treatment, divided into specialist lots for admission and treatment management as well as discharge and takeover management.

The Sister Euthymia Foundation (also referred to as the "Client") is the sponsor of the four hospital companies St. Josefs-Hospital Cloppenburg gemeinnützige GmbH, Krankenhaus St. Elisabeth gemeinnützige GmbH, St. Franziskus-Hospital Lohne gemeinnützige GmbH and St. Marienhospital Vechta gemeinnützige GmbH ("Hospital Companies", "Clinics", "Hospitals" and/or "Facilities of the Client"). The subject of the procedure is the creation and implementation of a patient portal, which is available for all hospital companies (collectively also referred to as "institutions of the client") under the sponsorship of the client. The procurement of the patient portal is carried out on the basis of KHZG funding from the client's hospital companies. Procurement is divided into two specialist lots: Digital Admission and Treatment Management (Lot 1) and Digital Discharge and Takeover Management (Lot 2)


LOT-0002
Intake and Treatment Management System.
The patient portal is intended to cover the areas of digital admission and treatment management (Lot 1) as well as digital discharge and takeover management (Lot 2) within the meaning of the Guideline for the Promotion of Projects for the Digitalisation of Processes and Structures in the Course of a Hospitalisation of Patients in accordance with Section 19 (1) No. 2 KHSFV in all of the client's facilities. The eligibility requirements of § 19 para. 2 KHSFV must be complied with by the created and implemented patient portal; this also applies in particular to the provision of evidence, implementation and execution deadlines. The services of Lots 1 and 2 must each comply with the interoperability requirements set out in Paragraph 19(2)(1) of the KHSFV. With the introduction of the patient portal, the client is pursuing the goal of strengthening patient loyalty as well as the retention of referring physicians and referring physicians, facilitating the acquisition of new patients, driving forward the digitalization of processes related to patient admission and involving inpatients more closely in treatment. In addition to the intended simplification and digitalization of processes, the integration of inpatients into their own treatment in particular should make a significant contribution to ensuring the success of therapy.
