Description:
Acquisition of medicine dispensing machines and management software through a negotiated procedure by the City of Helsinki Service Centre Enterprise, with detailed requirements to be provided in the final invitation to tender for potential suppliers to assess their willingness to participate.

This request for participation concerns the acquisition of medicine dispensing machines and their management software by the City of Helsinki Service Centre Enterprise (Service Centre Helsinki), which is estimated to be carried out through a negotiated procedure during 2024. The negotiated procedure is used because, based on a market survey conducted by Service Centre Helsinki, the need for Service Centre Helsinki cannot be met without adapting existing solutions on the market.

The object of the procurement and the requirements concerning it are preliminarily described in the preliminary invitation to tender and its appendices 1 Vaatimusluettelo_luonnos kuvaus_luonnos and 2 of the procurement. Potential suppliers may assess their willingness to submit a request to participate by consulting the minimum subject-matter requirements set out in those Annexes and the criteria for assessing candidates set out in the invitation to participate.

The description of the procurement and the requirements concerning the procurement will be specified during the negotiations. The final description of the procurement and the final requirements will be presented in the final invitation to tender to the tenderers selected for the tendering stage. Service Centre Helsinki ultimately selects one (1) supplier with whom it will enter into an agreement.

At this stage of the procurement process, the preliminary invitation to tender and its annexes as well as the preliminary draft contract are for information only. Annexes 1 and 2 to the preliminary invitation to tender describe the minimum mandatory requirements for the subject matter of the contract. Mandatory minimum requirements are indicated in yellow. Mandatory minimum requirements are not negotiated during the procurement process and their content is not changed. In other respects, all the annexes listed above and all other annexes to the preliminary invitation to tender constitute preliminary views of the contracting entity. The documents will be amended, specified and added during the procurement process.

Four (4) candidates will be selected for the negotiations in accordance with the selection and comparison criteria of this invitation to participate. If necessary, fewer candidates may also be selected for the negotiations if there are fewer than four suitable candidates.

Service Centre Helsinki invites candidates to submit applications to participate in the negotiated procedure in accordance with the contract notice published in the Hilma notification channel, this invitation to participate and the annexes.
