1. The subject of the order is the supply and supervision of the installation of a fiber optic pulling tower with a high-temperature furnace, a preform feeding system, a fiber winch for the fiber reception system, and a control system that specifies, integrates, and processes data from individual functional assemblies. The tower consists of the following components: A. Tower structure B. Precise system for controlling the internal pressure inside the preform C. Preform feeding system D. Resistance high-temperature furnace E. Laser diameter gauge for bare fiber F. Starting winch/winch for capillaries and rods with a cutting tool G. Fiber coating system H. Laser diameter gauge for coated fiber I. Fiber optic winch J. Fiber optic winder K. Control system - hereinafter referred to as the “subject of the order.” 2. The requirements and technical parameters of the subject of the order are specified in [Attachment No. 1 to the SWZ], which also serves as a description of the offered subject of the order (subject evidence). The contracting authority reserves the possibility to request clarification of the content of attachment No. 1 to the SWZ. 3. The contractor is obliged to provide the characteristics of the offered subject of the order for its identification, according to the table included in [Attachment No. 1 to the SWZ]. 4. The offered subject of the order must comply with the detailed description of the subject of the order (attachment No. 1 to the SWZ) and meet the described requirements. Unsatisfying at least one of the minimum required parameters will result in the rejection of the offer. 5. The contractor is bound by the submitted offer for a period of 90 days. The period runs from the expiry date for submitting offers, with the first day of the binding offer period being the day on which the deadline for submitting offers expires. The offer binding period expires on – 14.01.2026. 6. The procedure is conducted in Polish. All statements, notifications will be prepared in Polish. The contract will be prepared in Polish. 6.1. Communication between the contracting authority and contractors, in particular, the submission of offers and statements, takes place using electronic communication means within the meaning of the Act of July 18, 2002, on the provision of electronic services (Journal of Laws of 2017, item 1219 and of 2018, item 650, as amended). 6.2) To shorten the response time to questions, it is preferred that communication between the contracting authority and contractors, including all statements, applications, notifications, and information, be transmitted via platformazakupowa.pl and the form “Send a message to the contracting authority.” 6.3) The date of transmission (receipt) of statements, applications, notifications, and information is considered the date of their sending via platformazakupowa.pl by clicking the button “Send a message to the contracting authority,” after which a message will appear indicating that the message has been sent to the contracting authority. The contracting authority additionally allows, in case of emergency, communication via email. The email address of the person authorized to contact contractors: Anna Janczura, through the Purchasing Platform. 6.4) The contracting authority will provide contractors with information electronically via platformazakupowa.pl. Information regarding responses to questions, changes to specifications, and changes to the deadlines for submitting and opening offers will be published by the contracting authority on the platform in the “Announcements” section. Correspondence, which, according to applicable regulations, is addressed to a specific contractor, will be transmitted electronically via platformazakupowa.pl to the specific contractor. 6.5) The contractor, as a professional entity, is obliged to check messages and announcements directly on platformazakupowa.pl sent by the contracting authority, as the notification system may fail or the notification may end up in the SPAM folder. 6.6) The contracting authority, in accordance with § 11 section 2 of the Regulation of the Prime Minister of December 30, 2020, on the method of preparing and transferring information as well as technical requirements for electronic documents and means of electronic communication in a public procurement procedure or competition, defines the necessary hardware and application requirements enabling operation on platformazakupowa.pl, i.e.: a) constant access to the Internet with guaranteed bandwidth of at least 512 kb/s, b) PC or MAC computer with the following configuration: minimum 2 GB RAM, Intel IV 2 GHZ processor or its newer version, one of the operating systems - MS Windows 7, Mac OS x 10.4, Linux, or their newer versions, c) any installed web browser, for Internet Explorer at least version 10.0, d) JavaScript support enabled, e) Adobe Acrobat Reader or another program supporting .pdf file format installed, f) Platformazakupowa.pl operates according to the standard adopted in network communication - encoding UTF8, g) The timestamp of data reception by the purchasing platform is the date and exact time (hh:mm:ss) generated according to the local time of the server synchronized with the Main Office of Measures clock. 6.7) By participating in this public procurement procedure: a) the contractor accepts the terms of use of platformazakupowa.pl specified in the Regulations posted on the website https://platformazakupowa.pl/strona/1-regulamin in the “Regulations” tab and recognizes it as binding, b) has read and complies with the Instructions for submitting offers/applications available at https://drive.google.com/file//1Kd1DttbBeiNWt4q4slS4t76lZVKPbkyD/view. 6.8) The contracting authority is not responsible for the submission of an offer in a manner inconsistent with the Instructions for using platformazakupowa.pl, particularly for situations when the contracting authority becomes familiar with the content of the offer before the deadline for submitting offers (e.g., submitting an offer in the “Send a message to the contracting authority” tab.
