Description:
Delivery of modern technical equipment and comprehensive training for regional educational centers in the Liberec Region to support interactive and online learning, ensuring compatibility and installation across multiple locations.

The subject of this public contract is the delivery of selected components to fulfill the buyer's objectives, while this procurement documentation regulates the supply of selected components only for the Liberec Region – i.e., for the regional educational centers of the Czech Republic's Labor Office – the regional office in Liberec. Based on the principles of the establishment, implementation, sustainability, and permanence of (regional) educational centers, it is necessary to purchase appropriate, modern, and technical (computer) equipment not specified for ordinary and administrative activities, but rather for interactive and online connections, for adequate work, e.g., with graphic programs, and for proportionate (not technologically advanced, yet reasonably corresponding) hardware, which will enable the buyer to ensure and secure appropriate services, e.g., for continuous transmission of audiovisual messages to the end user, processing and production of spots, video programs, and their broadcasting, including editing.
The buyer will initiate a total of 14 procurement proceedings for individual regional offices of the Czech Republic's Labor Office, with each of these procedures divided into further parts according to categories of components. The main goal of the buyer is to ensure mutual technical compatibility of the same categories of components across all regional educational centers in various regions. Related to this is the buyer's requirement for open-source software for individual components where such a solution is relevant.
a) The subject of the fulfillment will also be comprehensive training lasting 4 hours provided once at the place of fulfillment. The buyer requires that the content of the training includes primarily (note: the content of the training may differ depending on which part of the public contract the supplier submits a bid for):
- operation of the broadcast studio – working with cameras, sound equipment, recording, and online transmissions.
- management of the video conferencing system – switching views, managing microphones, and connecting participants.
- administration of the Wi-Fi network – managing SSID, VLAN, access control, QoS.
- diagnostics and troubleshooting common issues – troubleshooting, restarting systems, managing user accounts.
- delivery of manuals in the Czech language – each training participant will receive detailed user manuals for all installed devices in the Czech language. The manuals will contain:
o a detailed description of the functions and operation of the systems,
o procedures for basic maintenance and troubleshooting,
o technical documentation and support contacts.
b) The buyer requires that selected suppliers of individual parts of the public contract ensure complete installation and commissioning of the technological equipment, including software connections for all 76 educational centers, i.e., 14 regional educational centers and 62 district centers (IPVS). The supplier will ensure complete assembly and connection of all components in accordance with the buyer's methodology, ensuring full compatibility of all devices and their appropriate functionality for educational purposes, training, and re-qualifications.
The specific requirements of the buyer for installation are as follows:
- Equipment for interactive education, online transmissions, and hybrid forms of teaching that enables connection between educational centers,
- Video conferencing system – including cameras with 360° capture, spatial microphones, and sound technology,
- Wi-Fi router with 5G support – ensuring quality connectivity with at least Wi-Fi 6 (AX1800) and 1x GbE WAN/LAN port,
- Installation cabling – connection of all devices including organization and securing of cables,
- Interactive audiovisual connection between educational centers – online transmissions of training, recording, and sharing of educational materials.
c) The subject of performance for relevant parts according to the minimum requirements of the technical specification will also include the installation of installation cabling and network infrastructure to the extent required for individual products. The installation of installation cabling should include primarily:
- delivery and installation of cabling for all devices,
- connection of all network elements to the electrical network and data infrastructure,
- arrangement and securing of cables including installation of cable organizers and tracks,
- testing and verification of connections,
- provision of documentation of the actual state including at least:
o a list and types of cabling used (type, length, number of pieces, connection specifications).
o a map and diagram of connections indicating cable routes.
o configuration data for the network infrastructure.
o a handover protocol confirming the correctness of the installation.
Based on the risk analysis conducted by MPSV, the buyer, in accordance with § 37 paragraph 1 letter b) and § 89 ZZVZ, defines as one of the technical conditions for performance a list of manufacturers whose products are inadmissible for the fulfillment of this public contract.
These are the following manufacturers: Huawei, ZTE Technologies, Motorola, OnePlus, Xiaomi, Oppo, Vivo, RealMe, TCL, Meizu, Honor, UMIDIGI, oogee, LeEco, YotaPhone, Infinix, Tecno Mobile, Cubot, Zopo Mobil.
In this context, the buyer points out that if a supplier participating in the procurement proceedings offers performance that contains products from the affected manufacturers despite the explicit prohibition stated in this procurement documentation, the supplier will be excluded from the procurement proceedings for non-compliance with the procurement conditions (citing § 48 paragraph 2 letter a) ZZVZ).
