The city of Flensburg and the districts of Schleswig-Flensburg and North Friesland have been designated since 2022 as the "Smart Border Region between the Seas" as one of 73 MPSCs (Model Projects Smart Cities) nationwide. The model project supports measures that aim to facilitate people's daily lives, improve living conditions, and make the region future-proof through the use of data. The Digital Agency Flensburg plans to develop a portal for the model project "Smart Border Region between the Seas" for cross-island and inclusive regional onboarding with dialogue-building functions, also connecting to the citizen portals. A steering group has been established for this project, consisting of various experts (from business, administration, and science) who have been significantly involved in the planning of the portal, the so-called "Digital Island Moving Manager(s)" (DIUMs), and who are to be included in the development of the portal as stakeholders. The "Digital Island Moving Manager" (DIUM) pursues the overarching goal of a nationwide rollout and primarily targets future residents of the "Smart Border Region between the Seas." Its focus is on the best possible integration of new residents into the region to counteract the shortage of skilled workers. The relocation of people, especially skilled workers, to the islands and islets is to be simplified and professionalized using digital means. Since 2019, the Federal Ministry for Housing, Urban Development, and Building, along with the KfW Development Bank, has been supporting cities and municipalities through the Federal Program Model Projects Smart Cities (MPSC) to develop innovative solutions for sustainable and digital development in cities and regions. Digital Agency Flensburg: DIUM (Lot 2 - Development, Provision and Operation).
The subject of the contract is the development, provision, and operation of an open-source portal for cross-island and inclusive regional onboarding of so-called "Digital Island Moving Managers" (DIUM) in the form of a service model. For the implementation of the DIUM, the Digital Agency Flensburg (Client) is putting out to tender the following services: 1. Lot 1: Product Owner and 2. Lot 2: Development, Provision and Operation of the Portal. Lot 1: Product Owner For successful implementation, an experienced Product Owner (Lot 1) is needed to significantly steer the development and continuous optimization of the product. This includes ensuring communication among all stakeholders and advancing the project. Further specific tasks include creating a specification sheet for the DIUM's tools (after the tender has been awarded), overseeing software development, continuously aligning the specification sheet with the requirements from the tender, documenting errors and ensuring error elimination, controlling the testing operation, analyzing errors, and coordinating further error elimination in the testing operation. Lot 2: Development, Provision, and Operation of the Portal The portal - Digital Island Moving Manager (DIUM) - represents an innovative software as a service (SaaS) solution, which digitizes and facilitates parts of the moving process to an island or islet. This is to be primarily ensured by providing interfaces to third-party systems (such as online access law (OZG) services or the citizen portal). The application is intended to support individuals, businesses, and authorities by establishing a connection between the needs of employees and the administrative processes. The geographic focus of the DIUM is initially on the North Frisian islands and islets. This open procedure relates to Lot 2: Development, Provision, and Operation of the Portal. The services are divided into 2 lots. Bidders may submit a bid for Lot 1 and Lot 2, but the contract award will only occur for one of the two lots. Therefore, the bidder must already decide at the submission of offers on which bid the award should take place if the bidder has submitted the most economical offer for both lots. Duration: The contract begins with the award. The start of the productive operation (operational readiness) of the service is 01.01.2026. The minimum contract duration is 12 months.
