The subject of this call for proposals is a framework agreement on the text mining of press, company and business information with the help of artificial intelligence (AI) for NRW. BANK. The framework agreement is concluded with a company. The NRW. BANK calls up the individual orders based on the framework agreement by means of a unilateral declaration in text form. The following retrieval options are available: Article quotas (text mining for every 500,000 additional articles) and user quotas (25 additional users each) With the entry into force of the framework agreement, text mining for 2,000,000 articles by 100 users is considered to have been retrieved. A more far-reaching call-off obligation on the part of NRW. BANK does not exist. For all individual orders based on this framework agreement, a binding maximum purchase limit of 6,000,000 articles by 400 users is set. (based on the total duration of the framework agreement, including any renewal options envisaged). The framework agreement will enter into force upon the award of the contract and will run for two years. This term shall be extended by a further year in each case, unless the framework agreement has been concluded by NRW. BANK in writing, but for a maximum of four years from the date of entry into force (maximum term). At the end of the maximum term, the framework agreement ends without the need for termination. The same applies if the maximum purchase limit is reached before the expiry of the maximum term. The NRW. BANK is not obliged to award contracts within the meaning of this Framework Agreement under the Framework Agreement (see recital 61 of Directive 2014/24/EU).
