This procurement aims to provide the necessary equipment for the created velo infrastructure: bicycle racks, cyclist counting totems, and environmental sensors, bicycle parking, intended for public passenger transport in Odorheiu Secuiesc Municipality and is funded through the Centru Region Program 2021-2027, Action 4.1 – Development of Sustainable Urban Mobility in the Municipalities of the Centru Region (including Metropolitan Areas and Functional Urban Zones), OS 2.8. Promotion of Sustainable Multimodal Urban Mobility, as part of the transition to a zero-carbon economy, project call PRC/343/PRC_P4/OP2/RSO2.8/PRC_A22 - Phased project call - Action 4.1 Development of Sustainable Urban Mobility in the Municipalities of the Centru Region (including Metropolitan Areas and Functional Urban Zones).

Odorheiu Secuiesc Municipality aims to develop urban mobility by shifting the focus from car-based mobility to mobility based on walking, using bicycles as a means of transport, using high-quality and efficient public transport, reducing car usage parallel to the use of non-polluting categories of cars.

Following the installation of bicycle racks, cyclist counting totems, and environmental sensors, bicycle parking, intended for public transport on the identified arteries, respectively Bethlen Gabor Street and Beclean, the north-south axis represented by Orban Balasz, Tamasi Aron, and Uzinei Streets, as well as secondary streets (Beclen Neighborhood and Taberei) on the streets: Taberei, Independenţei, Victoriei, Gabor Aron, Ady Endre, Breslelor, Haaz Rezso, Lacatusilor, the Contracting Authority anticipates an estimated annual increase in the number of people using the newly constructed/modernized/expanded bike lanes/routes by 9.1% in the first year after the project implementation (2023), and by 13.6% in the last year of the funding contract's sustainability period (2027).

The number of days for requesting clarifications before the deadline for submission of offers is 18 days. The contracting authority will respond clearly and completely to all clarification requests on the 11th day before the deadline for submission of offers.

To increase the attractiveness of the velo system and facilitate movements, 30 bicycle racks will be placed on the identified arteries, namely Bethlen Gabor Street and Beclean, the north-south axis represented by Orban Balasz, Tamasi Aron, and Uzinei Streets, as well as on the secondary streets (Beclen Neighborhood and Taberei) on the streets: Taberei, Indepe ndeţei, Victoriei, Gabor Aron, Ady Endre, Breslelor, Haaz Rezso, Lacatusilor, for facilitating movements for cyclists, the installation of 5 totems for counting the number of cyclists, and some environmental sensors to monitor the impact of interventions on improving velo transport, as well as the arrangement of three bicycle parking areas.
