The subject of this public procurement is the delivery of selected components to meet the buyer's goals, whereby this procurement documentation regulates the delivery of selected components only for the Zlín Region - that is, for the regional educational centers of the Labor Office of the Czech Republic - Regional Office in Zlín. Based on the principles of the establishment, implementation, sustainability, and permanence of the existence of (regional) educational centers, it is necessary to purchase appropriate, modern, and technical (computer) equipment, not in specifications for ordinary and administrative activities, but rather for interactive and online connections, suitable for work with graphic programs, and for adequate (not technologically top-notch, but proportionately appropriate) hardware, which will enable the buyer to ensure suitable services, e.g., for continuous transmission of audiovisual messages to the end user, processing and production of spots, video programs, and their broadcasting including editing.
The buyer will initiate a total of 14 procurement procedures for individual regional offices of the Labor Office of the Czech Republic, where each of these procedures is divided into further parts according to categories of components. The main goal of the buyer is to ensure mutual technical compatibility of the same categories of components among all regional educational centers across individual regions. In this context, the buyer's requirement for open source software of individual components applies, where such a solution is relevant.
a) The subject of the fulfillment will also include comprehensive training of 4 hours provided once at the place of fulfillment. The buyer requires that the content of the training includes, especially (note that the content of the training may vary depending on which part of the public contract the supplier submits an offer for):
- operation of the broadcast studio - working with cameras, sound equipment, recording, and online transmissions.
- management of the video conferencing system - switching shots, managing microphones, and connecting participants.
- administration of the WiFi network - management of SSID, VLAN, access control, QoS.
- diagnostics and troubleshooting common issues - restarting systems, managing user accounts.
- provision of manuals in the Czech language - each participant in the training will receive detailed user manuals for all installed devices in the Czech language. The manuals will include:
o detailed description of functions and operation of the systems,
o procedures for basic maintenance and troubleshooting,
o technical documentation and support contacts.
b) The buyer requires that selected suppliers of individual parts of the public contract ensure complete installation and activation of the technological equipment, including SW connections of all 76 educational centers, i.e., 14 regional educational centers and 62 district centers (IPVS). The supplier will ensure complete assembly and connection of all components in accordance with the buyer's methodology, while ensuring full compatibility of all devices and their corresponding functionality for educational purposes, training, and requalification.
The specific requirements of the buyer for installation are as follows:
- Equipment for interactive education, online transmissions, and hybrid forms of teaching, enabling the connection of educational centers,
- Video conferencing system - including cameras with 360° imaging, spatial microphones, and sound reinforcement technology,
- WiFi router with 5G support - ensuring quality connectivity with at least WiFi 6 (AX1800) and 1x GbE WAN/LAN port,
- Cabling - connection of all devices including organization and securing of cables,
- Interactive audiovisual connection between educational centers - online transmissions of training, recording, and sharing of educational materials.
c) The subject of fulfillment in relevant parts according to minimum requirements of the technical specifications will also include the installation of cabling and network infrastructure to the extent required for each of the products. The installation of cabling should include in particular:
- delivery and installation of cabling for all devices,
- connection of all network elements to the electrical grid and data infrastructure,
- organization and securing of cables including installation of cable organizers and ducts,
- testing and checking of connections,
- provision of documentation of the actual state including at least:
o a list and types of cables used (type, length, number of pieces, connection specifications).
o a map and schematic of the device connections marked with cable routes.
o configuration data for the network infrastructure.
o handover protocol confirming the correctness of the installation.
Based on a risk analysis developed by MPSV, the buyer in accordance with § 37 para 1 letter b) and § 89 ZZVZ establishes as one of the technical conditions for fulfillment a list of manufacturers whose products are unacceptable for fulfilling this public procurement.
These include the following manufacturers: Huawei, ZTE Technologies, Motorola, OnePlus, Xiaomi, Oppo, Vivo, RealMe, TCL, Meizu, Honor, UMIDIGI, oogee, LeEco, YotaPhone, Infinix, Tecno Mobile, Cubot, Zopo Mobil.
In this context, the buyer warns that if a supplier participating in the tender offers a fulfillment that, despite the explicit prohibition stated in this procurement documentation, contains products from the aforementioned manufacturers, the supplier will be excluded from the procurement procedure for non-fulfillment of procurement conditions (with reference to § 48 paragraph 2 letter a) ZZVZ).
