1. The subject of the order is the delivery together with installation and preparation of design documentation for the comprehensive execution of the investment task titled "Construction of Renewable Energy Installation in the Municipality of Głuchów – Stage II". The task involves designing and implementing the delivery, installation, and commissioning of the installation:
− photovoltaic installations: 118 pcs.
− air source heat pumps: 46 pcs.
with parameters specified in the summary starting on page 2 of the Functional-Utility Program (PFU), which is an annex to the SWZ. The installations will produce thermal energy or electricity for the needs of the residential building for which they will be installed.
During the execution of construction/installation works, it is required that the Contractor use equipment that will not cause adverse effects on the environment: have necessary technical tests and be powered/charged from renewable energy sources. Therefore, the contractor should use tools such as screwdrivers, angle grinders, welders, electric forklifts, and/or those with electric batteries that will be charged with electricity from renewable sources (e.g., photovoltaic or biogas).
The existing greenery will be preserved within the subject of the contract - the location of part of the installation that will have to be executed on the ground must be located to try to preserve the existing greenery; trees should not be cut down.
As part of the investment task, the Contractor will submit to the Ordering Party:
− Architectural and construction design, if required by law,
− Technical design,
− As-built design.
The documentation must be printed on ecological paper, made from legally sourced forest resources, obtained sustainably, meeting the conditions of at least one of the mentioned certificates: PEFC Certified, PEFC Recycled, FSC 100%, FSC Mix, FSC Recycled, EU Ecolabel, or another equivalent certificate, i.e., a document issued by an organization independent of the Contractor, authorized to issue documents in the country of origin of the raw material, confirming the same conditions as specified in the above-mentioned certificates, which will be confirmed by a relevant declaration and documents submitted at the stage of documentation preparation.
The subject of the order has been divided into 2 parts:
Part 1: Delivery and installation of photovoltaic installations for private residential buildings: design of the installation, delivery of equipment and installation elements, conducting on-site installation of the system along with accompanying infrastructure, energy management system (EMS), and connection to the internal power installation, as well as commissioning of the installation and user training – a total of 118 sets of installations.
Part 2: Delivery and installation of air source heat pumps for private residential buildings for central heating (c.o.) and preparation of hot water (c.w.u.): execution of design documentation for the installations, delivery of equipment and installation elements, conducting on-site installation based on the executed design documentation along with commissioning and training – a total of 46 sets of installations.

The subject of the order includes the application of an innovative energy management system (EMS). This system aims to manage the electric energy from the PV installation. It will be based on the use of a self-learning algorithm that recognizes situations of feeding energy into the grid from the PV installation and reacts to overproduction by activating additional loads in the building. The system will have the ability to measure energy consumed and fed into the electricity grid, connect to consumption devices in the building, which in the event of overproduction can be activated to consume electricity in the building, and block outgoing energy to the electricity grid. Self-learning algorithms, also known as machine learning algorithms, will significantly support the operation of photovoltaic installations in private homes in several key areas:
- Energy Production Forecasting: The algorithm can analyze historical weather data and current forecasts to predict more accurately the amount of energy the photovoltaic panels will be able to generate on a given day or week.
- Monitoring and Fault Detection: The algorithm can monitor the performance of each panel and detect abnormalities, such as power drops, which may indicate the need for maintenance or repair.
- Energy Consumption Optimization: By working with an intelligent home management system, the algorithm can learn the energy consumption patterns of the residents and propose solutions to minimize energy consumption when production is low.
