Description:
Delivery and installation of compatible sequences for the Siemens Magnetom Vida MRI device at the National Institute of Oncology, including data acquisition and analysis for tissue property mapping.

1. The subject of this order is the delivery with installation of sequences for the magnetic resonance imaging device Magnetom Vida by Siemens owned by the National Institute of Oncology named after Maria Skłodowska-Curie – State Research Institute Branch in Gliwice. 2. The subject of the order includes the delivery of data acquisition – a solution described below along with its installation on the MAGNETOM Vida device owned by the Ordering Party (s/n 175653). The sequence must be compatible with the owned MRI and its programming version. The subject data acquisition of MR Fingerprinting (MRF) or equivalent, which allows obtaining data based on a single sequence on the magnetic resonance imaging, results in different tissues having a unique set of quantitative parameters describing them with the measurement of T1 and T2 relaxation times of various tissues. The obtained parameters from the acquisition will be analyzed on the post-processing server owned by the Ordering Party (syngo.via min version VB60s), creating maps (using pattern recognition methods) of tissues and maps of tissue properties allowing for potential identification of pathologies. The obtained tissue properties must include T1 and T2 relaxation times. Additionally, the description of the subject of the order and the conditions for its implementation are included in the attachments: 2.1. Price specification – annex no. 2 to the SWZ, 2.2. Draft provisions of the contract that will be included in the content of the contract – annex no. 4 to the SWZ. 3. Offers not containing the full scope of the subject of the order will be rejected. 4. The Ordering Party allows the submission of equivalent offers - the description of equivalence is included in chapter IV of the SWZ. 5. The Ordering Party does not anticipate an electronic auction or supplementary orders. 6. Information on joint applications of Contractors for the award of the contract is included in chapter IX of the SWZ. 7. The Ordering Party anticipates the possibility of changes to the provisions of the concluded contract (i.e., contractual changes based on art. 455 par. 1 point 1 of the law) concerning the content of the offer based on which the Contractor was selected, in accordance with the conditions contained in annex no. 4 to the SWZ. The contract may also be amended in cases referred to in art. 455 par. 1 points 2-4 and par. 2 of the Public Procurement Law. 8. The informational clause resulting from the content of art. 13 of the regulation of the European Parliament and Council (EU) 2016/679 of April 27, 2016, regarding the protection of natural persons in relation to the processing of personal data and regarding the free movement of such data, and repealing Directive 95/46/EC, has been included by the Ordering Party in the SWZ. 9. The Contractor whose offer will be selected (considered the most advantageous) is obliged, before signing the contract regarding the public procurement, to provide a security deposit for proper performance of the contract, in the amount of 5% of the total price stated in the offer. 10. The Ordering Party informs that the order must comply with the “DNSH Principle (“do no significant harm”)”, which is a principle relating to not supporting or engaging in business activities that cause significant harm (serious damage with a significant negative impact) to any environmental objectives such as 1) climate change mitigation 2) climate change adaptation, 3) sustainable use and protection of water and marine resources, 4) circular economy, 5) prevention and control of pollution, 6) protection and restoration of biodiversity and ecosystems. 11. The Ordering Party informs that the subject of the order in this procedure is implemented as part of the project “Utilization of Radiogenomics in determining the genotype of primary brain tumors using multiparametric magnetic resonance research, with particular attention to spectroscopy (1H-MRS) aimed at detecting the oncometabolite 2-hydroxyglutarate (2HG)” and co-financed under the National Recovery and Resilience Plan Component D Efficiency, availability and quality of the health protection system Investment D3.1.1 Comprehensive development of research in the field of medical sciences and health sciences. 12. Based on art. 257 of the Public Procurement Law, the Ordering Party anticipates the possibility of cancelling the procurement procedure if the public funds that the Ordering Party intended to allocate to finance all or part of the contract are not granted. 13. Detailed information concerning this procedure is included in the SWZ.

1. The subject of this order is the delivery with installation of sequences for the magnetic resonance imaging device Magnetom Vida by Siemens owned by the National Institute of Oncology named after Maria Skłodowska-Curie – State Research Institute Branch in Gliwice. 2. The binding period for the offer is: 90 days. The binding period starts from the expiration of the offer submission deadline. This day is the first day of the binding period for the offer. This means that the binding period for the offer expires on December 10, 2025. 3. Deadline for execution of the subject of the order: within 15 calendar days counting from the date of its conclusion, counting from the date of the contract conclusion. 4. Criterion for evaluating offers: only the price criterion, in accordance with the provisions of the SWZ. 4. The Ordering Party in this tender procedure will apply the procedure specified in art. 139 par. 1 of the Public Procurement Law.
