Description:
The project involves constructing a garage-workshop facility for city buses and installing a photovoltaic system with energy storage at the railway station in Miechów.

1. The subject of the order is the implementation of the task: Construction of infrastructure under the project "Low-emission urban transport system with the expansion of the P&R parking lot at the railway station in Miechów" divided into tasks:
1) Task 1. Construction of a garage-workshop facility for the needs of city buses.
2) Task 2. Purchase of a PV installation on a carport structure with energy storage and management system within the garage-workshop facility for the needs of city buses and purchase of 2 bus chargers.
2. The investment is carried out as part of the project "Low-emission urban transport system with the expansion of the P&R parking lot at the railway station in Miechów".
3. The task is co-financed by the Małopolskie Voivodeship under Project FEMP.03.02-IZ.00-0233/24, Program: European Funds for Małopolska 2021-2027, No. FEMP.03.02-IZ.00-034/24, Priority FEMP.03 European funds for urban transport, Activity: FEMP.03.02 Urban transport, Project type: A. Urban transport, European Regional Development Fund.
4. The Contracting Authority informs that if during the preparation of the project documentation for the task there is a need to specify/expand the task name, the phrase "Low-emission urban transport system with the expansion of the P&R parking lot at the railway station in Miechów" should always be included in this name.
5. The investment is carried out on plots no. 1442/2, 1441/2, 1437/2, 1436/3, 1444/1, 1430/1, 1430/3 Racławicka Street, district of Miechów, municipality of Miechów in the Małopolskie Voivodeship.
6. The subject of the order is divided into 2 parts:
1) Part 1 - Task 1. Construction of a garage-workshop facility for the needs of city buses.
2) Part 2 - Task 2. Purchase of a PV installation on a carport structure with energy storage and management system within the garage-workshop facility for the needs of city buses and purchase of 2 bus chargers.

Task 1
Task 1. Construction of a garage-workshop facility for the needs of city buses..
1) Part 1 - Task 1. Construction of a garage-workshop facility for the needs of city buses.
a) The subject of the order is the comprehensive implementation of the task in the form of "design and build" for the garage-workshop facility for the needs of city buses, in accordance with the SWZ and its attachments, including the Functional-Utility Program (PFU).
b) The scope of the subject of the order includes:
1. Development of complete project documentation necessary for the proper execution of the task divided by branches and technical specifications for execution and acceptance of works, investment cost estimates, and bills of quantities. Obtaining necessary final decisions, including construction permits or notifications, opinions, expertises, and permits as well as guidelines along with performing author supervision and carrying out all necessary receptions and obtaining a decision on the use of the facility/notification of completion of works (if required).
2. Execution of construction works based on project documentation, construction permits or notifications, the SWZ, the contract, and in accordance with applicable regulations and technical knowledge principles.
c) In addition, in the scope of executing construction works, the task scope includes:
1. Ensuring full geodetic service during execution of the order and performing geodetic inventory after completion of the task.
2. Ensuring that the Task Contractor involves and directs construction by persons with appropriate qualifications in the respective branches.
3. Providing a complete set of documents from the Contractor necessary to notify the commencement of construction to the Building Supervision Authority.
4. Delivering the subject of the contract to the Ordering Party on the terms specified in the Contract.
5. Exercising author's supervision throughout the entire duration of the order execution.
6. Developing, compiling, and handing over to the Ordering Party the as-built documentation in the form of a protocol.
7. During the execution of works, performing all necessary tests, inspections, obtaining all necessary protocols, and decisions necessary for the acceptance of the facility and training the Ordering Party's personnel in operating the building.
d) The scope of work and the Contractor's responsibility regarding the order and the offered price also include:
1. Organization and management of the construction site including fencing, barriers, etc.
2. Incurring any costs for disconnections and reconnections of electricity, costs for water and energy consumption during the construction period, and fees for occupying the road lane.
3. In the event of damage or destruction of works, their parts or devices during execution - repairing them and restoring them to their original condition,
4. Carrying out tests, trials, and commissioning, as well as making excavations in case of non-notification for the acceptance of works that are covered or disappearing,
5. Providing supervision and appropriate conditions for safety and hygiene work,
6. Maintaining the construction site free of communication obstacles as well as promptly removing unnecessary materials, waste, and garbage,
7. Marking, securing, and lighting conflict areas,
8. After completing the works, restoring the construction site to its original condition, dismantling temporary facilities and tidying the area,
9. Notifying relevant bodies/institutions/offices about the conducted works in relation to the received conditions/agreement for project documentation
10. Coordinating works with the user of the premises i.e., the Water Supply and Sewage Company in Miechów.
e) The detailed scope of the task including project documentation, execution based on it, general functional-use properties is described in the SWZ, Functional-Utility Program, and the provisions of the sample contract.
f) The service-workshop building will serve to garage and repair bus vehicles. One of the stations is equipped with an inspection pit for ongoing vehicle maintenance. The maximum number of persons in the building is expected to be 2 - 3 employees.
Social and sanitary rooms, changing rooms are located in the existing office building on the investment site.
The building is unheated.
The designed building is a single-nave hall - a garage building with a rectangular base, covered with a single-pitched or gabled roof.
Access roads and entrances to the hall are paved leading to connections with the existing communication system on plots 1442/2, 1441/2, 1437/2, 1436/3.
The walls of the building are to be constructed of lightweight steel structure with cladding of sandwich panels with mineral wool core. The proposed layers in the drawings may be modified after agreement with the Investor. The construction of a building with an insulation layer is permitted.
Characteristic parameters of the building structure:
- Plot area: 364.00 m2
- Building length: 26.00 m
- Building width: 14.00 m
- Height: 5.50 m – 6.0 m
- Number of floors: 1
The garage-workshop facility should be equipped with electrical installation. The building should connect to the existing electricity net through internal electrical installation.
The building should be equipped with all necessary electrical installations (sockets, switches) along with LED and emergency lighting.
The scope of the order also includes the necessary area development (access paths, approaches).
9. The detailed scope of the task, including project documentation, execution based on it, general functional-use properties is described:

2) annex no. 7.1 to the SWZ - Functional-Utility Program - part 1,
3) annex no. 7.2 to the SWZ - Functional-Utility Program - part 2.

2) Part 2 - Task 2. Purchase of a PV installation on a carport structure with energy storage and management system within the garage-workshop facility for the needs of city buses and purchase of 2 bus chargers.
a) The subject of the order is the comprehensive implementation of the task in the form of "design and build", i.e., performing the project documentation for the implementation of the entire task, obtaining necessary permits, delivery, and installation of photovoltaic installations along with energy storage in accordance with the SWZ and its attachments, including the Functional-Utility Program (PFU).
b) The scope of performing the task in terms of project documentation includes in particular:
1. Development of complete executive and as-built documentation, in all required branches, concerning the installation of the systems carried out under the task,
2. Performing necessary expert opinions (e.g., checking roof load capacity, possibilities of mounting on the ground, possibilities of connecting to the existing installation, and others required by building law and applicable regulations,
3. Obtaining legally required permits, notifications, and obtaining new connection conditions or other necessary requirements under current legal conditions,
4. Completing and submitting to the local operator a complete set of documents enabling the User to be connected to the grid as a Prosumer, which will be confirmed by an operator's statement regarding the properly submitted application of that location to the energy company, as well as as an energy seller in the case of installations exceeding the statutory size according to the RES Act.
5. Performing bills of quantities and investment cost estimates for individual industries in the technological layout. The Ordering Party specifies that the cost estimates should be made according to the following division due to the conditions of project implementation:
i. construction of a photovoltaic installation with energy storage;
ii. construction of a charging point with a dual charger.
c) The scope of construction and assembly works includes:
1. Assembly of the structure for PV modules for rooftop, facade, ballast, ground, and carport installations.
2. Assembly of PV modules on the structure,
3. Assembly of carports along with the foundation and execution works,
4. Assembly of electric chargers
5. Assembly of the DC switchboard protecting the direct current side and the AC switchboard protecting the alternating current side,
6. Laying cable routes and cables from PV modules to the DC electrical switchboard, distinguishing the appropriate cross-section,
7. Modernization of the electrical switchboard including installation of protections,
8. Assembly of PV inverters,
9. Assembly of energy storage,
10. Assembly of vehicle charging stations,
11. Assembly of automation and monitoring systems,
12. Assembly of energy management systems,
13. Assembly of optimizers if required,
14. Connecting inverters of PV modules to the investor's power supply system,
15. Performing tests and electric measurements of the installation checking the correct operation of equipment,
16. Performing independent grounding of the PV installation,
17. Performing lightning protection installation if required,
18. Performing any works necessary for installations above 6.5 kW according to the fire protection requirements and current RES Act,
19. Commissioning and regulation of the system,
20. Training in the operation of the installed system,
21. Configuration of the monitoring system application,
22. Performing appropriate tests and measurements and preparing protocols,
23. Performing necessary mounting holes to introduce devices,
24. Bricking up mounting holes after introducing devices,
25. Executing conduits in places of cable routes transitions through walls, roofs, or other obstacles,
26. Sealing of conduits,
27. Performing work aimed at restoring the premises to its original state,
28. Obtaining all necessary notifications/permits to enable the facility's use
29. The scope of the order also includes necessary site development (access paths, approaches).
30. The Ordering Party informs that within the framework of the investment, it is necessary to design and mount a battery charging system with a plug-in system using external chargers that allow for simultaneous charging of 2 buses. Chargers (2 stations each with one charging point) will be compatible with the capacity of electric bus batteries (The Ordering Party informs that by compatible chargers it means chargers suitable for electric engines – engines with a minimum power of 220 kW. The Ordering Party will conduct a separate tender procedure for the delivery of buses with which the chargers must be compatible – Electric drive – engine with a minimum power of 220 kW assuming that a solution will be applied allowing optimal electricity consumption in such a way that it does not negatively affect the range of the vehicle's route (i.e., shuttle line. Each of the buses is expected to complete 18-36 runs, over a distance of 8-16 km, depending on the route during the day. Lithium-ion batteries, lithium-iron-phosphate, lithium-titanium, or supercapacitors). The dual-function chargers will also allow "top-up" of buses during the day. The chargers will be equipped with software to monitor the operation of the charger. The chargers will be installed on the area of the garage-workshop facility built as part of the project for the needs of city buses.
Further description of the subject of the order is contained in Chapter IV of the SWZ and has not been included here due to the character limit of the form.
