The purpose of this procurement is to provide software development services to create an integrated information system referred to as the SOFTWARE PLATFORM FOR ACQUISITION, PROCESSING, AND DISSEMINATION OF DATA IN RELATION TO ENTITIES INVOLVED IN EMERGENCY MANAGEMENT, consisting of the platforms, components, modules, and applications listed below, which will be integrated by the Provider both among themselves and with the existing software platform at the level of the Contracting Authority. From the integration of all the platforms, components, modules, and applications developed/configured, both among themselves and with the existing software platform at the level of the Contracting Authority, at the end of the software development services contract, an integrated information system will result, as mentioned above, whose realization constitutes the general objective of the procurement, called the SOFTWARE PLATFORM FOR ACQUISITION, PROCESSING, AND DISSEMINATION OF DATA IN RELATION TO ENTITIES INVOLVED IN EMERGENCY MANAGEMENT, composed of:
1. DATA AGGREGATION AND PUBLISHING PLATFORM, consisting of:
1.1 Functional module for data aggregation and publishing to external systems
1.2 Functional component for bidirectional integration of data/case files/location/resource status with SNUAU
1.3 Functional component for integration of contextual, additional, and support data in relation to the citizen

2. PLATFORM FOR EXTENDING COMMUNICATION CAPABILITIES OF INTERVENTION TEAMS, consisting of:
2.1 Front-end components:
- Desktop/Web application/component
- Mobile application/component
2.2 Back-end components:
- Application for analysis, calculation, and processing of geospatial data
- GIS map server
- Audio/video/chat communication component and integration with SNUAU
- Interconnection gateway

3. PLATFORM FOR NOTIFICATION SERVICES, IDENTITY PROVIDER, AND USER MANAGEMENT, consisting of:
3.1 Notification component
3.2 Identity Provider (IdP) component
3.3 User management component
The procurement contract is for software development services, which may include, as appropriate, in the context of Platforms, components, modules, applications, the necessary software licenses for the information system that will be developed/configured under the procurement contract. An existing IT product will not be purchased but rather an information system developed/configured according to the needs of the Contracting Authority.
The Contracting Authority will respond clearly and completely to all requests for clarification at least 11 days before the deadline for submission of offers, for clarifications received at least 18 days before the deadline for submission of offers.
