Description:
Support and consulting services for up to 100 AI and digital projects oriented towards the common good, with a focus on overcoming hurdles and challenges, generating new insights, and providing recommendations for future activities.

The present mandate is intended to provide those responsible for projects and initiatives that want to use AI technologies for purposes oriented towards the common good with a low-threshold and unbureaucratic support service, through which they can easily and temporarily access the expertise of experts in technical, organizational, legal or formal issues. This is intended to contribute to overcoming the hurdles and challenges associated with the development and implementation of AI projects oriented towards the common good and thus ultimately to support the successful implementation and scaling of more of these projects.
Specifically, the project is intended to support up to 100 AI and digital projects oriented towards the common good during the contract period. A consulting volume of approx. 30 consulting hours per project (3,000 consulting hours) as well as an additional flexible consulting contingent of up to 20%, which can be allocated to project teams on a pro rata basis if necessary and after consultation with the working group, is to be calculated (total volume of up to 3,600 consulting hours). These consulting hours are not necessarily to be carried out in direct contact with the respective project managers, but can also include further research or the like, if necessary, which, however, must directly benefit the person to be advised.

In general, the consulting services are aimed at individuals and teams who want to develop and implement digital and AI projects that are oriented towards the common good. Since the Civic Coding initiative is funded by the AI Strategy, the projects must be AI-related or AI-relevant. This does not mean that artificial intelligence methods must necessarily be used, but consulting should only benefit projects that at least indirectly work towards it, for example by collecting or processing data sets that can later be made usable by AI.

In addition to the primary goal of supporting AI projects oriented towards the common good, a secondary goal is to obtain a more holistic overview of the concrete challenges and needs of these projects through the contract. This is also due to the fact that so far there is not enough information regarding the target groups, the measures carried out and the intended measures in the entire territory of the Federal Republic of Germany. Through the exchange with up to 100 project managers and teams, significant new insights are to be expected. The knowledge generated in the course of the assignment is to be processed and made usable in the form of a final report and concrete recommendations for the design of suitable follow-up measures and activities.

Consultancy services for AI projects oriented towards the common good.
The project is divided into five work packages (WP). WP 1 includes project management over the entire duration of the contract as well as the implementation of three joint workshops spread over the duration of the project. WP 2 serves to initialize and conclude the individual consultations in order to be able to support the individual persons and teams to be advised as precisely as possible. WPs 3 and 4, together with the actual advisory and support services, represent the core of the project. The consulting services are to be provided in the period from the award of the contract until 31.10.2024, so that the corresponding accounting documents can be submitted to the AG by 15.11.2024. The consultations are generally to be conducted virtually. In all cases, the rights to the solutions developed remain with the organisations, project teams or individuals consulted (see also Appendix 11.02, § 7). Within the framework of WP 5, the lessons learned during the assignment will be analysed in order to generate recommendations for future activities in the context of civic coding.
