II.1 Description of the contract
II.1.1 Subject matter of the contract
Supply, installation and maintenance of a urology laser and enucleation equipment with morcellator.
II.1.2 Nature of the contract
This contract is a supply contract, within the meaning of Article 2.20° of the Law of 17 June 2016 on public procurement.

II.1.3 Place of performance

II.1.4 Background
The University Clinics of Saint-Luc wish to acquire a new high-energy YAG laser for their Urology department. The use of a latest-generation "high power" laser is becoming essential in the development of modern endourology, both to develop the laser enucleation activity of prostate adenomas and to optimize the treatment of large urinary stones percutaneously and ureterorenoscopic routes. This new laser will complete the therapeutic arsenal that the department already has in this field.
The contract is aimed at acquiring a new Holmium or Thulium YAG High Power laser, capable of providing first-rate performance and benefiting from "pulse modulation" technology. This allows a rapid and safe enucleation of prostatic adenomas, both in terms of dissection and coagulation, as well as optimal stone fragmentation and vaporization performance.
II.1.5 Scope
The contract includes the following items to be paid by the successful tenderer:
• Supply, delivery and installation of a urology laser;
• Supply, delivery and installation of enucleation equipment with morcellator;
• Consumables and accessories;
• Training of staff (users and biomedical team);
• Guarantee of supplies and services;
• Preventive maintenance;
• Submission of the required documentation.

The requirements to be met by these supplies (and related services) are described in Chapter IV of these special specifications.
II.1.6 Duration of the contract
This contract is concluded for a basic period of eight (8) years, which runs from the date of notification of the award of the contract. This includes both the delivery of the equipment and its maintenance.
The contract may be tacitly extended for an additional period of two times one (2 x 1) year, bringing the total duration of the contract to ten (10) years.
In the absence of an extension decision taken by the contracting authority no later than six (6) months before the initial expiry of the contract and explicitly communicated to the successful tenderer by registered letter, the contract will end at the end of the basic period of eight (8) years.
The contract shall enter into force on the day following the date of notification of the award of the contract to the successful tenderer.
II.1.7 Allotment

The contract is divided into lots as follows:

Lot 1 "Urology laser and its laser fibers"

This first batch concerns a high power endourology laser as well as fibers, the consumable of the laser.

Lot 2 "Enucleation material with the morcellator"

This second batch concerns laser enucleation of the prostate (LEP) equipment as well as the morcellator and consumable slides.
