The general objective contributed by the provision of products is
• the implementation of an integrated management system for forensic medical acts and information flows (registration program), which will significantly reduce waiting times for applicants
• updating software and hardware systems to work efficiently on newly developed systems
• establishing an information and forensic medical acts management program that is ready to be interconnected with other similar systems (such as the National Forensic Medicine Network)
• preparation for integration into the government cloud
• creating electronic interfaces for receiving information from patients, judicial bodies, hospitals, and other health units, the Ministry of Health, the Public Ministry, the Ministry of Justice, the Ministry of Internal Affairs, and affiliated structures
• preparation of an interface for exporting information and transmitting it to beneficiaries
• training of staff to enhance general and specific digital competencies
• Development of Ethernet and/or Wi-Fi type network infrastructure – by purchasing necessary equipment according to the new design plan (routers/switches/wireless access points, etc.). Implementing a network infrastructure is essential for the efficient operation of the laboratory as well as for facilitating communication between equipment.
The delivery time of the Management System/Products may be modified by the mutual agreement of the parties exclusively if the project implementation period is extended due to a possible extension of the PNRR implementation deadline.
The number of days during which clarification requests can be made before the deadline for submitting offers/candidacies is 20 days, so that this information can be automatically included in the participation announcement. The Contracting Authority will respond clearly and completely to all requests for clarifications/additional information registered on time, no later than the 11th day before the deadline for submitting offers, in accordance with the provisions of art. 160 and art. 161 of Law no. 98/2016 regarding public procurement.

Forensic medicine is responsible for conducting forensic anthropological expertise that takes place on human remains, bone fragments with or without soft parts, in order to clarify the objectives of justice regarding the date and circumstances of death, the taphonomic data regarding the changes that occurred from the moment of death until the moment of discovery, establishing the cause of death and identifying the missing person.
Forensic anthropological expertise is becoming increasingly complex, often in connection with multiple victims, resulting from natural or accidental disasters or crimes.
From the complexity of the objectives addressed to forensic anthropology, identifying missing persons is a priority in relation to families searching for their loved ones.
Facial reconstruction
Among the modern means of identifying missing persons is facial reconstruction starting from the skulls of unidentified individuals. Facial reconstruction allows for greater identification possibilities by publicizing the image for recognition purposes.
Facial reconstruction can be done by:
• Physical methods: using casts based on anatomical landmarks, applied layer by layer over a 3D printed skull replica, after scanning.
• Digital methods: using specialized facial reconstruction software.
• Combined methods: utilizing both methods to verify the resulting models.
