On 10.12.2020, the federal and state governments adopted a funding initiative "Artificial Intelligence in Higher Education" on the basis of Article 91b (1) of the Basic Law in order to expand the academic supply of skilled workers for business and science in the field of artificial intelligence and to promote the use of artificial intelligence to improve higher education. The federal and state governments are providing a total of up to around 133 million euros for this purpose over the course of the project. The funding initiative will run until 31.12.2025 and, in accordance with § 7 of the federal-state agreement, is to be evaluated in 2024 with regard to the goals formulated under § 1 of the federal-state agreement by means of an independent evaluation, the results of which are to be available before the end of the programme period. As part of the evaluation, a performance review is to be carried out in accordance with § 7 para. 2 of the Federal Budget Code (BHO) in conjunction with VV-BHO No. 2.2 on § 7 BHO. The achievement of objectives, effectiveness and cost-effectiveness of the programme must be recorded and evaluated on the basis of quantitative and qualitative indicators. The subject of the evaluation is the funding measures implemented within the framework of the federal-state funding initiative.
The results of the evaluation are to be discussed by the federal and state governments in 2025 in the committees of the "Joint Science Conference".
The evaluation must therefore be carried out within a relatively tight timetable. In addition, it requires close coordination not only with the BMBF as the client, but also with representatives of the federal states and the project management agency responsible for the support of the funding initiative.
