Description:
The City of Regensburg seeks a contractor for the conceptualization, development, implementation, and support of open-source software aimed at enhancing accessibility to historical sites and cultural institutions through digital applications and barrier-free navigation.

The City of Regensburg as the contracting authority plans to award a contract based on this tender for the conceptualization, development, commissioning, support as well as hosting of open-source software for the project "Inclusive World Heritage".

With the project "Inclusive World Heritage", digital applications should make historical sites, monuments, and cultural institutions in the World Heritage Regensburg (Old Town Regensburg with Stadtamhof and Donaulimes) more accessible and easily experienceable for citizens, tourists, and (day) visitors through a broad information base, and support the paths between these places through barrier-free route navigation.
• Module "World Heritage" with the following contents, among others:
o Integration of information on sights, monuments, cultural institutions
o User-centeredness and consideration of user-specific accessibility, for instance by providing various languages (German, simple language, and English) as well as suitable content depending on limitations
• Module "Barrier-Free Routing" with the following contents, among others:
o Merging and transforming data from different sources as a basis for barrier-free routing
o Development of functionalities for target group-oriented, digital, and barrier-free routing and navigation, display of POIs ("Around Me" feature), feedback option, etc.

The implementation of the project takes place within the funding framework "Model Projects Smart Cities: Urban Development and Digitalization" of the BMWSB (https://www.smart-city-dialog.de) and is bound to the funding guidelines, including an open-source requirement. Technical solutions must be implemented as open-source systems and the source code must be published. All processed data must be provided via standardized, open interfaces and ensured compatibility and connectability with existing data infrastructures for all components, especially an urban data platform (UDP) based on CIVITAS/CORE (https://www.civitasconnect.digital/civitas-core/).

The content of the contract therefore includes
• the development of a web application
• the development of an app for iOS and Android
• the connection of the applications to the urban data platform (UDP)
• Hosting, support, and maintenance/care of the developed components,
considering the described requirements.
For this, agile project management in close collaboration with the client is required, with at least the following phases:
1) Concept based on the service description and consideration of parallel projects/basis solutions to define an MVP with derivation of specific work packages and roadmap
2) Minimum Viable Product (MVP): Implementation based on developed concept, provision in test environment, coordination based on click dummies, functional subsystems, etc.
3) Final Release: Final test and validation phase including load tests and final usability checks, acceptance, and publication of source code

The final release of the required technical solutions must be completed within a maximum of 9 months after project start.
After the final release, a seamless transition to operation must be ensured. A detailed representation of the scope of services can be found in the further tender documents.
