At the level of the Ministry of Internal Affairs, Financing Contract no. 18441 was signed on 29.08.2024 for the investment project "Early Warning System - SAT (Early warning system)" as part of the National Recovery and Resilience Plan, Component 7 - Digital Transformation, Investment 8 - Electronic Identity Card and Qualified Digital Signature, milestone 174 - Implementation of support measures for the implementation of the electronic identity card, with the Ministry of Internal Affairs being the beneficiary through the General Directorate for Internal Protection. The technical and economic indicators were approved by Government Decision no. 361/09.04.2025. The objective of the investment proposed by DGPI aims to ensure a high level of trust and security to enhance the attractiveness of using electronic identity cards (CEI) and accessing public electronic services. To meet the obligations assumed, the completion of a first stage is imperative, which consists of the modernization of the infrastructure used by the contracting authority. This activity involves the procurement of both hardware equipment and associated software, high-performance, based on the latest available technologies on the market, capable of utilizing AI technology. Through the procurement procedure, two Framework Agreements will be concluded for the following products: Lot 1 1. Integrated platform equipment for databases; 2. Backup platform equipment; 3. Software products. The software products are associated with the two pieces of hardware. The maximum estimated value of the Framework Agreement for 24 months is 40,203,000.00 lei excluding VAT. Depending on the objective (investment) to which the products subject to the procurement procedure contribute, Subsequent Contracts can be concluded from any source of funding (state budget, non-reimbursable external funds, grants, etc.). The contracting authority will clearly and completely respond to all clarification requests by the 11th day before the deadline for submission of offers, for clarifications received at least 18 days before the deadline for submission of offers. At the time of submitting the offer, the DUAE will be completed by the economic operators participating in the procurement procedure with information related to their situation according to the provisions of article 193 paragraph (1) letters a) and b) of Law no. 98/2016.
