The city of Osnabrück intends to create a sustainable urban mobility plan (NUMPOS), which will be the basis for the client's traffic planning in the coming years.

In an initial analysis phase, the mobility situation for all modes of transport will be recorded and assessed under the aspects of opportunities and challenges. As a result, long-term strategies for transport and mobility planning will be developed, taking into account various future scenarios and development paths, and presented in a transport model. With public participation, both the strategic orientation as well as the guiding vision and goals of future transport and mobility planning will be formulated. Finally, it is planned to identify cross-cutting themes and measures for modes of transport that contribute to achieving the overarching guiding vision. The selected measures will be transferred into an implementation plan for the next 10 to 15 years, which will include the chronological prioritization as well as the linkage with indicators for success monitoring. The NUMPOS is to be established according to the guidelines for sustainable urban mobility plans (SUMP) of the EU Commission.
