The Verbandsgemeinde Bitburger Land intends to construct a fire station with an integrated community center. The scope of the procurement procedure is to provide the necessary planning and construction supervision services. The planned location is the orange-marked plot in the land registry of the local community of Bickendorf.
The building is to have a total usable area of approximately 576 sqm. The plans have been coordinated with the funding agencies for flood relief and the investment stock. The attached plans are to be revised as follows: the community room should only have 140 m², and the cost breakdown at level 3 should be clearly separated by funding provider to show the financial needs for each funding provider and to establish a distribution key for planning costs.
The plans for performance phases 1 and 2, coordinated with the Supervisory and Service Directorate (ADD), should be adopted except for the aforementioned requirements, as they could be implemented in a fundable manner.
The building must be designed to be barrier-free.
As part of the planning of technical equipment, the tendering of a self-power supply system (PV system) or a heat generator, heat pumps is to be carried out. In addition, kitchen planning should be conducted by the TGA specialist planner in coordination with the municipality.
In the planning of the electrical technical equipment, at least one connection for e-mobility should be planned.

Lot 2 - Planning services for technical equipment HLS and electrical.
The subject of this tender is planning services for technical equipment HLS and electrical according to § 55 HOAI in conjunction with Annex 15 HOAI in performance phases 1-9.
The costs (net) for the entire project (community center and fire station) are expected as follows:

A staged commissioning is planned. Initially, the planning phases 3 – 4 for the object planning and phases 1-4 for the TGA and structural planning, i.e., up to the approval planning, will be commissioned and subsequently phases 5 - 9 for the TGA and phases 5 and 6 for the structural planning.
The services will be tendered in lots as follows:
Lot 1 - Object planning services for buildings, LP 3-9 according to § 34 HOAI as well as outdoor facilities, LP 1-9 according to § 39 HOAI
Lot 2 - Planning services for technical equipment HLS and electrical LP 1-9 according to § 55 HOAI Lot
Lot 3 - Planning services for structural planning, LP 1-6 according to § 51 HOAI
Service time:
Completion of draft planning with layout, construction plan with building description, cost calculation level 3 according to DIN 276 as well as area calculation according to DIN 277 Part 1-3 by 01.07.2025
Planned construction start at the latest in the 2nd quarter of 2026
Planned commissioning in autumn 2027
The project is funded with public funds. The compliance with the funding requirements must be ensured at all times. Additionally, the separation of the different funding providers during the invoice review by the specialist planners of the Verbandsgemeindeverwaltung must be provided to enable the creation of fund calls and utilization proofs based on this.
Regarding the description of the services, the contracting authority is orienting itself to the service images of HOAI 2021. Further details are regulated by the contract.
