Description:
The Kliniken der Stadt Köln gGmbH seeks software to digitize patient information and consent processes, transitioning from a paper-based system to a digital format, while adhering to specific funding conditions.

The Kliniken der Stadt Köln gGmbH (hereinafter referred to as AG) intends, as part of the present procurement procedure, to procure software for the comprehensive implementation and commissioning of digital patient information and consent.

Currently, all patient information and consent is predominantly paper-based. Documents are printed specifically for patients, filled out and signed by the patient or the doctor, and then filed as a scan in the archive system (Pegasos). After the software has been commissioned, patient information and consent should be largely digitized by the medical service.

It is pointed out that the services in question are financed from the Hospital Future Fund (KHZF), which is refinanced by the European Union's Recovery and Resilience Facility (ARF). Therefore, the procurement of the services in question is also subject to the relevant grant conditions.

As a result, certain mandatory requirements of the relevant funding conditions must be met to achieve funding eligibility.

Beyond the initial fixed term, AG has a twice extension option. They can unilaterally extend the contract term by one year each time, i.e., up to a maximum contract duration of 5 years.

The contractor (hereinafter referred to as AN) is to be commissioned according to the procurement documents, including the (partial) functional specification, with the ready-to-accept, i.e., essentially defect-free and compatible comprehensive implementation and commissioning of software for digital patient information and consent.

Accordingly, all necessary services are to be provided in accordance with the service description from project planning and design through installation and commissioning to support & service.
