The car park at Rödingsmarkt is a reinforced concrete skeleton with uniaxially stressed ceiling plates on reinforced concrete beams from the year 1962/1963 and has a total of 872 parking spaces (currently only 690 parking spaces are available due to the concrete structure). Additionally, there are commercial spaces on the ground floor and rooftop of approximately 4,000 m² available.
The car park, which has been listed since 27.06.2023, is expected to play a key role in the development of the Rödingsmarkt. For this purpose, Sprinkenhof aims to work closely with the Department of Urban Development and Housing, the Department of Culture and Media/Monument Protection Office, and the District Office Hamburg-Mitte/Office for Urban and Landscape Planning to develop a utilization concept in accordance with the monument protection regulations, which should incorporate not only the existing car park usage but also additional usage elements in the ground floor areas and on the roof of the car park.
As the owner, Sprinkenhof aims to preserve the car park and create an innovative place for mobility and encounters. In addition to the necessary concrete refurbishment, an attractive ground floor zone is to be created. The ground floor should be reimagined towards the Rödingsmarkt, incorporating the viaduct, as well as towards the Fleet side, and should be animated throughout the day. By actively engaging the ground floor zone with meaningful usage elements, such as gastronomy, a significant contribution to the development of the inner city is to be made. The basement will become a place of innovative mobility through the focus on e-mobility, bicycle parking, and additional functions. The redundant media deck on the top floor will be replaced by a new use (office/residential).
In addition to the high-quality and monument-conform redesign of the basement, ground floor, and top floor, the parking levels 1-5 will be carefully renovated to ensure that the parking spaces are preserved and in the future, the stationary traffic can be accommodated from the street area, especially from the previously located parking spaces under the viaduct. The goal of preserving the existing structure, taking into account static challenges, is of the highest priority for the concrete refurbishment and enhancement of the basement, ground, and top floor, in line with the exemplary role of the Free and Hanseatic City of Hamburg. A renovation during ongoing operations is a mandatory internal requirement to avoid losing long-term parking tenants to other car park providers during the construction phase.
As part of the exemplary function of the Free and Hanseatic City of Hamburg, compliance with the Climate Protection Act and the associated climate plan must be observed. The standard as KfW 40, the use of renewable energies to generate heating and cooling demand, as well as planning with climate-friendly building materials (e.g., recycling construction materials/circular construction) should be considered, provided the monument allows it. Innovative and systematically tailored approaches are explicitly desired. The buildings should comply with the ecological standards of the Climate Protection Act. Photovoltaics should be utilized for sustainability when monumentally possible (since 2023 a requirement in Hamburg for public buildings, possibly on roofs, facades, and on the property).
The necessary planning services for the project will be commissioned in stages. The commissioning takes place in 5 stages, with the individual performance phases divided as follows: Stage 1: Performance phases 1 - 3 (basic determination, preliminary planning, and design planning); Stage 2: Performance phase 4 (approval planning); Stage 3: Performance phases 5 - 7 (execution planning, preparation of the award, participation in the award); Stage 4: Performance phase 8 (object supervision – construction supervision and documentation); Stage 5: Performance phase 9 (object care).
Initially, Stage 1 will be commissioned. There is no entitlement to further stage commissions.
