The project involves the design and construction of two bus loops at Targowa Street and Kwiatkowskiego Street in Stalowa Wola, including necessary infrastructure upgrades and compliance with sustainable urban mobility standards.

Attention! The order is divided into 2 (two) parts. 1. PART I Design and construction of a bus loop at Targowa Street (os. Rozwadów) 1) The subject of the order in terms of Part I is the design and construction of a bus loop at Targowa Street (os. Rozwadów) along with the necessary accompanying infrastructure as part of the funding from the project: Polish Agency for Enterprise Development under the European Funds for Eastern Poland 2021 - 2027, Priority FEPW.03 Sustainable urban mobility, Action FEPW.03.01 Sustainable urban mobility Project Name: “Development of the Mobile MOF Stalowa Wola - stage I” 2) The subject of the order includes in particular: a) preparation of project documentation in accordance with the attached PFU and applicable legal regulations, b) obtaining all necessary agreements, decisions, and opinions, and acquiring a decision allowing for the execution of works, c) development and approval of the traffic organization project, d) construction of the facility in accordance with the assumptions, functional and utility program, developed project, and decision allowing for the execution of works, e) obtaining all permits, decisions, and documents necessary for the Ordering Party to submit an application for a permit to use the completed facilities, f) implementation of the task in accordance with the DNSH principle within the meaning of Article 17 of Regulation (EU) No. 2020/852. 3) The task covers: - Reconstruction of the access road from the public road Targowa Street; - Construction of the maneuvering road of the loop and parking spaces for buses; - Construction of the rainwater drainage system; - Construction of lighting; - Construction of connections for the container: sanitary sewage, water, electricity; - Delivery and installation of container social-sanitary facilities (photovoltaic installation with a capacity of min. 2.5 kWp on the roof of the container - 5 pieces of 500Wp panels); - Creation of a service area for cyclists with a covered shelter and elements of small architecture; - Construction of sidewalks; - Delivery and installation of a bus shelter with elements of small architecture; - Production and installation of an information board in accordance with the attached guidelines (the content of the board should be agreed upon with the Ordering Party). 4) The subject task is divided into two stages: a) Stage I - development of complete Project Documentation along with all agreements and obtaining a decision allowing for the execution of works (in the case of ZRID - marked with the immediate enforceability clause), and b) Stage II - execution of construction works and obtaining the final permit for use in accordance with the project approved by the Ordering Party 2. PART II Design and reconstruction of the bus loop at Kwiatkowskiego Street (Industrial Zone) 1) The subject of the order in terms of Part II is the design and reconstruction of a bus loop at Kwiatkowskiego Street (Industrial Zone) along with the necessary accompanying infrastructure as part of the funding from the project: Polish Agency for Enterprise Development under the European Funds for Eastern Poland 2021 - 2027, Priority FEPW.03 Sustainable urban mobility, Action FEPW.03.01 Sustainable urban mobility Project Name: “Development of the Mobile MOF Stalowa Wola - stage I” 2) The subject of the order includes in particular: a) preparation of project documentation in accordance with the attached PFU and applicable legal regulations, b) obtaining all necessary agreements, decisions, and opinions, and acquiring a decision allowing for the execution of works, c) development and approval of the traffic organization project, d) construction of the facility in accordance with the assumptions, functional and utility program, developed project, and decision allowing for the execution of works, e) obtaining all permits, decisions, and documents necessary for the Ordering Party to submit an application for a permit to use the completed facilities, f) implementation of the task in accordance with the DNSH principle within the meaning of Article 17 of Regulation (EU) No. 2020/852. 3) The task includes: a) Adapting the roundabout and bus bay to create a stop in the area of the bay near gate no. 3 of HSW S.A. in Stalowa Wola; b) Reconstruction of the maneuvering road of the loop and creation of parking spaces for buses; c) Reconstruction of the rainwater drainage network; d) Reconstruction of lighting; e) Reconstruction of sidewalks; f) Delivery and installation of a bus shelter with elements of small architecture, g) Delivery and installation of container social-sanitary facilities (photovoltaic installation with a capacity of min. 2.5 kWp on the roof of the container - 5 pieces of 500Wp panels); h) Construction of connections for the container: sanitary sewage, water, electricity; i) Modernization of the quick bus charging point through the installation of plug-in connectors at available points; j) Production and installation of an information board in accordance with the attached guidelines (the content of the board should be agreed upon with the Ordering Party). 4) The subject task is divided into two stages: a) Stage I - development of complete Project Documentation along with all agreements and obtaining a decision allowing for the execution of works (in the case of ZRID - marked with the immediate enforceability clause), and b) Stage II - execution of construction works and obtaining the final permit for use in accordance with the project approved by the Ordering Party

1) The subject of the order in terms of Part I is the design and construction of a bus loop at Targowa Street (os. Rozwadów) along with the necessary accompanying infrastructure as part of the funding from the project: Polish Agency for Enterprise Development under the European Funds for Eastern Poland 2021 - 2027, Priority FEPW.03 Sustainable urban mobility, Action FEPW.03.01 Sustainable urban mobility Project Name: “Development of the Mobile MOF Stalowa Wola - stage I” 2) The subject of the order includes in particular: a) preparation of project documentation in accordance with the attached PFU and applicable legal regulations, b) obtaining all necessary agreements, decisions, and opinions, and acquiring a decision allowing for the execution of works, c) development and approval of the traffic organization project, d) construction of the facility in accordance with the assumptions, functional and utility program, developed project, and decision allowing for the execution of works, e) obtaining all permits, decisions, and documents necessary for the Ordering Party to submit an application for a permit to use the completed facilities, f) implementation of the task according to the DNSH principle in accordance with the understanding of Article 17 of Regulation (EU) No. 2020/852. 3) The task encompasses: - Reconstruction of the access road from the public road Targowa Street; - Construction of the maneuvering road for the loop and parking spaces for buses; - Construction of the rainwater drainage system; - Construction of lighting; - Construction of connections for the container: sanitary sewage, water, electricity; - Delivery and installation of container social-sanitary facilities (photovoltaic installation with a capacity of min. 2.5 kWp on the roof of the container - 5 pieces of 500Wp panels); - Creation of a service area for cyclists with a covered shelter and elements of small architecture; - Construction of sidewalks; - Delivery and installation of a bus shelter with elements of small architecture; - Production and installation of an information board according to the attached guidelines (the content of the board should be agreed with the Ordering Party). 4) The subject task is divided into two stages: a) Stage I - preparation of complete Project Documentation along with all agreements and obtaining a decision allowing for the execution of works (in the case of ZRID - marked with the immediate enforceability clause), and b) Stage II - execution of construction works and obtaining the final permit for use according to the project approved by the Ordering Party 5) DNSH principle - guidelines for the Contractor - Appendix No. 16 to the SWZ 6) The Contractor will perform the construction works covered by this order in a comprehensive manner, in accordance with the applicable technical conditions, standards, regulations, instructions, and other regulations regarding execution, including in accordance with at least: a) The regulations contained in the Construction Law Act of July 7, 1994; b) The regulations contained in the Announcement of the Minister of Infrastructure and Development of April 15, 2022, regarding the announcement of a consolidated text of the Minister of Infrastructure's regulation on the technical conditions that buildings should meet (Dz. U. 2022, item 1225, as amended); c) All regulations and standards applicable and affecting the completeness and correctness of the task execution and the ultimate safety of use along with durability. d) Contemporary technical knowledge and in a manner ensuring the proper quality of the works. 7) The Contractor, under this order, will bear all costs necessary to carry out the task and obtain the required permits. Location of the investment: 1) ul. Targowa (os. Rozwadów), 37-450 Stalowa Wola 8) The Ordering Party recommends that Contractors conduct a site visit to familiarize themselves with the site conditions and all circumstances that may affect the preparation of the offer and the execution of the order in relation to the objectives and expectations of the Ordering Party regarding the planned investment. The Ordering Party informs that the submission of an offer does not have to be preceded by a site visit. The Contractor is obliged to transport them to a location indicated by the Ordering Party within a distance of up to 10 km. 10) Beyond the scope of construction and installation works specified in the project documentation and bill of quantities, the Contractor's obligations include the following works and actions, which should be included in the offer price for each part of the SWZ 11) A detailed description of the subject of the order is included in Appendix No. 7 - Project Documentation PFU Part I Targowa, Appendices No. 9 - Template agreement to this SWZ (for each Part of the Order a separate agreement will be concluded in accordance with the indicated appendix), Appendix No. 16 - Guidelines for the Contractor and Appendix No. 17 - Standard protection of trees and other greenery forms in the investment process Guidelines for the Contractor 12) The Ordering Party does not specify additional requirements related to the employment of persons referred to in Article 96, paragraph 2, point 2 of the Public Procurement Law. 13) The Contractor, according to Article 95, paragraph 1 of the Public Procurement Law, will be obliged to: Employing persons performing tasks related to the execution of the order under an employment contract whose performance involves doing work as specified in Article 22 of the Act of June 26, 1974 - Labor Code, performing the following activities: a) works related to the execution of construction layers of surface; b) sanitary works - the obligation does not apply to persons performing solely service, administrative, advisory, or supervisory activities (e.g., designers, supervision inspectors, persons supervising or coordinating work, suppliers of materials, etc.) including persons indicated in point 19 of the SWZ. c) works related to the construction and reconstruction of lighting

PART II Design and reconstruction of a bus loop at Kwiatkowskiego Street (Industrial Zone).
1) The subject of the order under Part II is the design and reconstruction of the bus loop on Kwiatkowskiego Street (Industrial Zone) along with the necessary accompanying infrastructure as part of the funding from the project: Polish Agency for Enterprise Development under the Eastern Poland 2021 - 2027 European Funds Program, Priority FEPW.03 Sustainable Urban Mobility, Action FEPW.03.01 Sustainable Urban Mobility. Project Name: "Development of Mobile MOF Stalowa Wola - Stage I" 2) The subject of the order includes in particular: a) development of design documentation in accordance with the attached PFU and applicable legal regulations, b) obtaining all necessary agreements, decisions, and opinions as well as obtaining decisions allowing for the execution of works, c) development and approval of the project for permanent traffic organization, d) construction of the facility in accordance with the assumptions, functional and utility program, developed project, and decision allowing for the execution of works, e) obtaining all permits, decisions, and documents necessary for the Ordering Party to submit a request for permission to use the completed facilities, f) implementation of the task in accordance with the DNSH principle as understood in Article 17 of Regulation (EU) No. 2020/852. 3) The task includes: a) Adapting the roundabout and bus bay to create a stop in the bay area near gate no. 3 of HSW S.A. in Stalowa Wola; b) Reconstruction of the maneuvering road of the loop and creation of parking spaces for buses; c) Reconstruction of the storm sewage network; d) Reconstruction of lighting; e) Reconstruction of sidewalks; f) Delivery and installation of a bus shelter with elements of small architecture, g) Delivery and installation of container social and sanitary facilities (photovoltaic installation with a capacity of at least 2.5 kWp on the container roof – 5 pcs. 500Wp panels); h) Construction of connections for the container: sewage, water, electricity; i) Modernization of the fast charging point for buses by installing available plug-in connection points; j) Execution and installation of an information board according to the attached guidelines. 4) The subject task is divided into two stages: a) Stage I - development of complete Project Documentation along with all agreements and obtaining a decision allowing for the execution of works (in the case of ZRID - marked with immediate enforceability), and b) Stage II - execution of construction works and obtaining final permission for use in accordance with the project approved by the Ordering Party. 5) DNSH principle – guidelines for the Contractor - Appendix No. 16 to the SWZ 6) The Contractor will perform the construction works covered by this order comprehensively, in accordance with applicable technical conditions, standards, norms, instructions, and other regulations concerning the execution, including in accordance with, at least: a) Provisions contained in the Construction Law of July 7, 1994; b) Provisions contained in the Announcement of the Minister of Infrastructure and Development dated April 15, 2022, regarding the announcement of the consolidated text of the regulation of the Minister of Infrastructure on the technical conditions that buildings should meet; c) All provisions and standards applicable and affecting the completeness and correctness of task execution and the intended safety of use along with durability. d) Contemporary technical knowledge and in a manner ensuring the proper quality of these works. 7) The Contractor will bear all costs necessary to perform the task and obtain the necessary permits. Location of the investment: 1) Kwiatkowskiego Street (Industrial Zone), 37-450 Stalowa Wola 8) The Ordering Party recommends that Contractors carry out a site inspection of the location for the execution of the order to familiarize themselves with the terrain conditions and all circumstances that may affect the preparation of the offer and the execution of the order, including the objectives and expectations of the Ordering Party regarding the planned investment for the proper execution of the subject of the order. The Contractor is obliged to transport them to a location indicated by the Ordering Party within a distance of up to 10 km. 10) Apart from the scope of construction and installation works defined in the project documentation and bills of quantities, the Contractor's obligations include the following works and activities that should be included in the offered price for each part: in the SWZ 11) A detailed description of the subject of the order is included in Appendix No. 8 – PFU Documentation Part II Kwiatkowskiego, Appendices No. 9 – Template contract for this SWZ (a separate contract will be concluded for each of the Parts of the Order according to the indicated appendix), Appendix No. 16 – Guidelines for the Contractor and Appendix No. 17 - Tree Protection Standards (...) 12) The Ordering Party does not specify additional requirements related to the employment of persons referred to in Article 96 (2) (2) of the Pzp Act. 13) In accordance with Article 95 (1) of the Pzp Act, the Contractor will be obliged to employ by the Contractor or subcontractor based on an employment contract persons performing activities related to the execution of the order, whose performance consists of performing work defined in Article 22 of the Act of June 26, 1974 - Labor Code, the following activities: a) work related to performing layers of structural surfaces b) sanitary industry works - the obligation does not apply to persons performing only service, administrative, advisory, or supervisory activities (e.g. designers, supervision inspectors, persons supervising or coordinating works, suppliers of materials, etc.) including persons indicated in the SWZ. c) work related to the construction and reconstruction of lighting
