This procedure is carried out by the state of Saxony-Anhalt, represented by the Ministry of the Interior and Sports of the State of Saxony-Anhalt ("MI"). For the first phase of delivery, installation and integration (Lot 1) in its own name, but for the subsequent operating phase for the providers of the rescue service in Saxony-Anhalt, i.e. for the total of 14 rural districts and independent cities of the State of Saxony-Anhalt, in the manner of a quasi-reverse allocation of lots. The award procedure and the award of the contract for all fifteen tendered lots will be carried out uniformly to a common contractor in order to ensure the compatibility of all system components and uniform support over the service life.
However, the contracting authorities for the lots are individually the respective local authorities for the service shares described in the tender specifications (Appendix 05) and concerning them. Each rescue service provider is represented in the local procurement procedure by the MI as the central awarding body, which is entitled to put the overall service out to tender uniformly and to award the contract for Lot 1. However, the respective contract for lots 2-15 of the operating phase will then only be awarded upon conclusion of the individual EVB-IT service contracts between the contractor uniformly selected for all lots and the individual rescue service providers. However, the services of the operating phase by the contractor are only owed once all EVB-IT contracts have been concluded with all participating clients.
