Public service concession procedure pursuant to Articles L. 3120-1 et seq. of the French Public Procurement Code and Articles L.1411-1 et seq. and R.1411-1 et seq. of the General Code of Local Authorities. The contract, which is the subject of this notice of public call for applications, constitutes a concession contract within the meaning of Article L. 1121-1 of the French Public Procurement Code relating to the urban passenger transport service. The contract is concluded for a period of eight (8) years from the start date of operation set at 1 October 2024.

Concession for a public urban transport service in the territory of CINOR.
The concessionaire is entrusted by CINOR with the management of the public transport network: it is responsible for the maintenance, organisation, production and marketing of services. It guarantees continuity of service and equal access to public transit for users. The concessionaire shall manage the public transport services in accordance with the provisions of the contractual documents of the public service concession.
