The Federal Ministry of Transport (BMV) and its departmental authorities use electronic means as public contracting authorities for the execution of procurement procedures; i.e., the procurement procedures are conducted via an electronic procurement platform. The execution of procurement procedures takes place in part non-digitally and on different systems and, due to an increasing number of procedures and the ongoing development of procurement law, leads to a need for a modern web- and workflow-based procurement platform with an integrated management system (short: ViM) that enables all procedural steps of a procurement (legally) safely and economically.

Framework Agreement for the Provision of a Procurement Platform (SaaS) with Integrated Management System (ViM).
The subject of the service is the conclusion of a framework agreement for the provision of a procurement platform with an integrated management system (ViM) for the departmental authorities of the BMV. The operation must be provided in the form of a cloud service via standard software offered as Software-as-a-Service (SaaS) and must support a connection via the data service-public procurement.

The ViM must include the following components with the following essential functionalities:

• a) Application for procurement offices for workflow-based electronic execution and documentation of procurement procedures (management system)
• b) Procurement platform where the procurement documents are published or made available to companies and through which a tamper-proof communication between procurement office and participating companies is conducted
• c) Application/functionality or a web-based access for interested and/or participating companies for submitting the bid documents via an encrypted communication channel

Note: Deviating from a) and b), which are exclusively cloud services, the use of a client-side (bidder-side local) installable app is explicitly permitted for c).
