Initial Situation: The Federal Institute for Real Estate Affairs (BImA) is the owner of the property in Leipzig, Ludwig-Erhard-Straße 7 (District Reudnitz, Lot 15/1). It is intended to realize an apartment building with 17 residential units and an underground garage on the property. The property is currently undeveloped and unused. A building application for the planned housing construction project was submitted to the City of Leipzig on December 19, 2023, which was positively approved by the Office for Building Regulations and Monument Preservation with the building permit dated June 5, 2024. The construction project is expected to meet the requirements for future-oriented living quality, which will be implemented by observing criteria such as accessibility, residential safety, community, appropriate technical equipment, sustainable construction, energy concepts, and e-mobility. The building is a pure new construction with an underground garage and communal areas in the outdoor facilities. Due to the spatially constrained situation, access to the underground garage will be achieved via a car lift. The waiting area in front of the lift will be designed so that the traffic flow on Ludwig-Erhard-Str. and the adjacent bike path is not obstructed by waiting vehicles. The basement serves exclusively for parking and the building services connections. The ground floor houses the tenants' cellars and the electrical connection room. On the upper floors 1-5, there are 3 apartments per floor. The 6th floor, the attic floor, contains 2 apartments. A play area with appropriate play equipment is planned in the garden, as well as the planting of 2 large trees. The bicycle and waste room is located in the courtyard area, which is underpinned by the underground garage. The building will feature a green roof for the retention of rainwater, and an infiltration trench will be arranged in the area under the play area. The apartment building, including outdoor facilities, is to be planned and constructed based on a functional performance specification (Annex 8). The project is expected to be completed and turnkey handed over to BImA by approximately the end of 2026. The planning and construction services required for completion will be bundled and awarded to a cumulative service provider through this procurement procedure. The goal is a turnkey handover to the client.

The scope of services comprehensively covers all planning and construction services necessary to achieve the successful completion of a functionally usable structure that complies with current public law regulations and generally accepted rules of technology.
