Rheinland Klinikum Neuss GmbH (hereinafter also referred to as AG) has set itself the goal of supplementing its existing IT systems with a future-oriented portal solution in 2024. The portal solution, together with the client's existing IT systems, must meet the MUST criteria of KHZG funding fact 2 (§ 19 para. 1 sentence 1 no. 2 KHSFV) with the exception of dismissal and transfer management, as well as associated CAN criteria if possible. For the technical implementation of the MUST criteria, the tendered portal solution is to be combined with the existing systems, in particular the Must Solution. be integrated into the hospital information system (hereinafter referred to as HIS) medico of CGM and other specialist systems, preferably via the Cloverleaf communication server.

Procurement Patient Portal Solution.
Rheinland Klinikum Neuss GmbH has had a complete and integrated medical information and communication system since February 2024, which, however, does not guarantee the fulfilment of the mandatory criteria mentioned under KHZG funding fact 2 at the current stage of implementation. It is therefore important to supplement the existing medical sub-procedures with integrative solutions and to integrate them. Overall, this applies to the following areas: - Admission Management - Treatment Management The solution components of admission and treatment management are required as SaaS solutions. In these areas, the provider must be in possession of the application software and the technical equipment to adapt the source code so that it is able to carry out any necessary changes. Since there is no portal solution at the Client so far, a 1:1 replacement of previous functions is not necessary at the start date of live operation. A successive expansion of the solution across all institutions / specialist disciplines is planned. A project plan is to be developed together with the provider, taking into account the logistical and process-oriented necessities, and made part of the contract. We are looking for a provider who can provide the required services as a general contractor. If this cannot be achieved with its own software products, the provider is free to offer subsystems that are recognizable as such in individual cases. In these cases, it must be ensured that a functioning, comprehensive and convenient (standard) interface exists or is created for these subsystems. This interface must be taken into account in the offer as a fixed price and must always be disclosed and maintained by the provider. In addition, the provider must agree to provide the client with comprehensive support for future expansions of the use of IT. The portal solution is to be introduced by 01.01.2025 and then operated for a period of at least three years with the option of an extension for a further two years.
