Description:
The Digital Agency Flensburg seeks to develop an open-source portal to facilitate the onboarding process for new residents in the Smart Border Region between the Seas, focusing on integrating skilled workers through digital solutions.

The city of Flensburg and the districts of Schleswig-Flensburg and Nordfriesland have been designated as a "Smart Border Region between the Seas" since 2022, one of 73 MPSCs (Model Projects Smart Cities) nationwide. The model project supports initiatives that utilize data to ease the daily lives of people, improve living conditions, and secure the region's future. The Digital Agency Flensburg plans to develop a portal for the model project "Smart Border Region between the Seas" for cross-island and integrative regional onboarding with dialog formation function and connection to citizen portals. A steering group consisting of various subject matter experts (from business, administration, and academia) has been established for this project, which has been significantly involved in planning the portal, known as the "Digital Island Moving Manager(s)" (DIUMs), and which is to be involved as stakeholders in the development of the portal. The "Digital Island Moving Manager" (DIUM) pursues the overarching goal of a nationwide rollout and primarily targets future residents of the "Smart Border Region between the Seas." Its focus is on the best possible integration of new residents into the region to counteract the shortage of skilled workers. The relocation of people, especially skilled workers, to the islands and Halligen should be simplified and professionalized through digital means. The Federal Ministry for Housing, Urban Development, and Building, along with the KfW Development Bank, has been supporting cities and municipalities with the federal program Model Projects Smart Cities (MPSC) since 2019 to develop innovative solutions for sustainable and digital development in cities and regions. This is a funding project.

Digital Agency Flensburg: DIUM (Lot 2 - Development, Provision, and Operation).
The subject of the contract is the development, provision, and operation of an open-source portal for cross-island and integrative regional onboarding of the so-called "Digital Island Moving Manager" (DIUM) in the form of a service model. For the implementation of the DIUM, the Digital Agency Flensburg (client) is tendering the following services: 1. Lot 1: Product Owner and 2. Lot 2: Development, Provision, and Operation of the portal. Lot 1: Product Owner To ensure successful implementation, an experienced Product Owner (Lot 1) is required who will significantly manage the development and continuous optimization of the product. This particularly includes ensuring communication among all parties involved and advancing the project. Other specific tasks include creating a requirements document for the DIUM tools (after the tender), monitoring software development, continuously aligning the requirements document with the specifications from the tender, documenting errors, ensuring error elimination, controlling the testing operation, error analysis, and coordinating further error elimination in the testing operation. Lot 2: Development, Provision, and Operation of the Portal The portal - Digital Island Moving Manager (DIUM) - represents an innovative Software as a Service (SaaS) solution that digitalizes and facilitates parts of the process of moving to an island or Hallig. This is to be ensured especially by providing interfaces to third-party systems (such as, for example, services under the Online Access Act (OZG) or the citizen portal). The application aims to support individuals, businesses, and authorities by establishing a connection between the needs of employees and administrative processes. Geographically, the DUIM is initially focused on the North Frisian islands and Halligen. This open procedure concerns Lot 2: Development, Provision, and Operation of the portal. The services are divided into 2 lots. Bidders can submit an offer for Lot 1 and Lot 2, but the award will only be made for one of the two lots. Therefore, the bidder must already decide upon submission of offers which offer should be awarded if the bidder has submitted the economically most advantageous offer for both lots. Duration: The contract begins with the award. The start of productive operation (operational readiness) of the service is set for January 1, 2026. The minimum contract duration is 12 months.
