The subject of the tender is the delivery and implementation of a digital test field in the form of digital parking space monitoring, including inlet and outlet control, as well as the delivery of a slot management system for the transshipment terminals in the Port of Duisburg.
The contract is to be awarded in 2 separate lots at a fixed flat price:
- Lot 1: Delivery and implementation of a digital parking monitoring system.
- Lot 2 Delivery of a slot management system to control the inflow and outflow of the trucks to the transshipment point.

The aim is to create a digital test field in the form of digital parking space monitoring including inflow and outflow control in combination with slot management for the transshipment terminals in the Port of Duisburg.
For digital parking space monitoring, a central parking lot is to be equipped with cameras for automatic license plate recognition (ANPR cameras) for entry and exit control as well as cameras for monitoring the area, laser scanning systems for parking space occupancy (detectors/sensors for parking spaces), barrier systems and recording terminals for truck drivers.

As a result of this tender for Lot 1, an EVB-IT system supply contract is to be concluded between the contracting authority and a bidder. The basis for this is the version of the EVB-IT contract finalized with the bidder in the course of the negotiations. The supplementary contractual conditions for the delivery of an IT system (EVB-IT System Delivery GTC) as well as the VOL/B will become part of the contract.

Lot 2 - Supply of a slot management system.
Slot management is part of a digital test field. In this context, slot management is to be created as a central component for the terminals in the Port of Duisburg, which in particular regulates the inflow and outflow of trucks to the transshipment point.
In the future, slot management is to be used jointly or across the board by the transshipment points in the Port of Duisburg. The implementation is intended to better control the volume of truck traffic in the Port of Duisburg as well as to test and positively influence other terminal processes (e.g. throughput times, routes of the handling equipment). The slot management system will be set up in parallel with digital parking space monitoring (Lot 1). More detailed information on the object of procurement can be found in the service description.
