Description:
The project aims to enhance Greece's resilience to extreme weather events through the procurement of advanced monitoring and early warning systems, alongside the development of a framework for assessing local government preparedness and resource management.

Greece, in addition to the inherent natural phenomena that occur throughout its territory, is called to face, particularly in recent years as a result of the impacts of climate change and due to its specific geography and geographical position, a significant increase in the frequency of extreme weather events that create serious natural and environmental risks and disasters. These impacts primarily affect human life and health, as well as the economy, environment, and culture. For the above reasons, the need to upgrade early warning systems for natural disasters is a critical factor in the levels of prevention and preparedness for effective crisis and risk management caused by natural disasters. The project consists of the implementation of two central actions within the framework of the country's strategy to enhance resilience against natural and man-made disasters: 1. Procurement of equipment for prevention, response, management, and early warning systems for natural and anthropogenic risks, within the framework of creating an integrated prevention, monitoring, and early warning risk forecasting system based on cutting-edge technologies and artificial intelligence 2. Development of a preparedness assessment framework & systematic recording and monitoring mechanism of resources related to the Civil Protection of Local Authorities.
The implementation of the actions is based on the following strategic directions: • Monitoring and forecasting extreme phenomena: Addressing natural disasters such as floods, wildfires, and earthquakes through innovative technologies. • Systematic assessment of the preparedness level of Local Authorities & appropriate management of civil protection resources: Supporting decision-making for the mobilization and allocation of available resources at local and national levels using information based on documented evidence. The lack of advanced tools that can cover remote and geographically complex areas poses a significant challenge. Existing monitoring systems often have limitations in accuracy, spatial coverage, and the speed of information provision. The need for a system with mobility, flexibility, and combined use of technologies is evident. Such a system would be able to respond immediately to emergencies caused by extreme phenomena, particularly in high-risk areas. This challenge requires innovative approaches that transcend traditional limitations. The project consists of two central actions within the framework of the country's strategy to enhance resilience against natural and man-made disasters: 1. Procurement of equipment for prevention, response, management, and early warning systems for natural and anthropogenic risks, within the framework of creating an integrated prevention, monitoring, and early warning risk forecasting system based on cutting-edge technologies and artificial intelligence. In this way, monitoring and forecasting of extreme phenomena, addressing natural disasters such as floods and wildfires through innovative technologies is achieved. 2. Development of a preparedness assessment framework & systematic recording and monitoring mechanism of resources related to the Civil Protection of Local Authorities. Systematic evaluation of the preparedness level of Local Authorities & appropriate management of civil protection resources will allow supporting decision-making for the mobilization and allocation of available resources at local and national levels with the assistance of information based on documented evidence. Greece's geophysical and climatic vulnerability, exacerbated by climate change, necessitates measures for prevention, forecasting, and risk management. The two sub-actions aim: • Early forecasting and effective monitoring of extreme phenomena. • Organizing and coordinated utilization of civil protection resources by Local Authorities.
