The subject of this public procurement is the delivery of selected components to meet the objectives of the contracting authority, with this procurement documentation governing the supply of selected components only for the Olomouc Region – that is, for the regional educational centers of the Czech Republic Labor Office – regional branch in Olomouc. Based on the principles of establishment, implementation, sustainability, and permanence of existence (regional) educational centers, it is necessary to purchase appropriate, modern technical (computer) equipment, not specified for ordinary and administrative activities, but rather for interactive and online integration, suitable for working with graphic programs and adequate (not technologically cutting-edge, but proportionately corresponding) hardware, which will enable the contracting authority to ensure and secure adequate services, e.g., for continuous transmission of audiovisual messages to end users, processing and production of spots, video programs, and their broadcasting, including editing.
The contracting authority will initiate a total of 14 procurement procedures for individual regional branches of the Czech Republic Labor Office, with each of these procedures divided into further parts according to categories of components. The main goal of the contracting authority is to ensure mutual technical compatibility of the same categories of components among all regional educational centers across the various regions. In this context, the contracting authority demands open-source software for individual components where such a solution is relevant.
a) The subject of completion will also include comprehensive training in the scope of 4 hours provided in one session at the place of performance. The contracting authority requests that the content of the training includes, in particular (note: the content may vary depending on which part of the public contract the supplier is bidding for):
- Working with cameras, audio equipment, recording, and online broadcasts.
- Management of the video conferencing system – switching shots, managing microphones, and connecting participants.
- Administration of the WiFi network – management of SSID, VLAN, access control, QoS.
- Diagnosis and troubleshooting of common problems – troubleshooting, restarting systems, managing user accounts.
- Delivery of manuals in the Czech language – each training participant will receive detailed user manuals for all installed devices in the Czech language. The manuals will contain:
o A detailed description of the functions and operation of the systems,
o Procedures for basic maintenance and problem-solving,
o Technical documentation and support contacts.
b) The contracting authority requires that the selected suppliers of each part of the public contract ensure complete installation and commissioning of the technological equipment, including SW integration for all 76 educational centers, i.e., 14 regional educational centers and 62 district centers (IPVS). The supplier will ensure complete assembly and connection of all components in accordance with the methodology of the contracting authority, ensuring full compatibility of all devices and their appropriate functionality for the purposes of education, training, and requalification.
Specific requirements from the contracting authority for the installation are as follows:
- Equipment for interactive education, online transmissions, and hybrid forms of teaching, enabling connection of educational centers,
- Video conferencing system – including cameras with 360° capture, spatial microphones, and sound equipment,
- WiFi router with 5G support – ensuring quality connectivity with at least WiFi 6 (AX1800) and 1x GbE WAN/LAN port,
- Infrastructure cabling – connection of all devices including the organization and fastening of cables,
- Interactive audiovisual connection between educational centers – online transmission of training, recording, and sharing of educational materials.
c) The subject of completion in relevant parts according to the minimum technical specification requirements will also include the installation of infrastructure cabling and network infrastructure to the extent required for each individual product. Installation of infrastructure cabling should include, in particular:
- Delivery and installation of cabling for all devices,
- Connection of all network elements to the electrical network and data infrastructure,
- Organization and fastening of cables including installation of cable organizers and ducts,
- Testing and verification of connections,
- Provision of documentation of the actual status including at least:
o List and types of cabling used (type, length, quantity, connection specifications).
o Map and schema of connections with marked cable routes.
o Configuration details for the network infrastructure.
o Handover protocol confirming the correctness of the installation.
