Creation of a public transport plan for the City of Münster

Expert services - External support for the development of the 4th public transport plan for the City of Münster.
The public transport plan is the basis for strategic decisions and actions of a municipality in public transportation-related planning. This particularly includes decisions regarding line and network design, as well as the definition of service and transport quality.
The master plan for mobility Münster 2035+, approved by the City Council of Münster in April 2024 (hereinafter referred to as MMM 2035+), imposes significant requirements for the long-term development of mobility and, thus, public transportation in the City of Münster. Regarding public transportation, these include, among others:
- the establishment of high-capacity routes/lines as well as the definition of a supplementary and detailed access network,
- the definition of central and decentralized connections within the public transport network while considering the mobility station concept (creation of transfer points),
- review of network geometry, ensuring a compatible access to the old town,
- increasing service frequency across the entire network, reviewing service hours,
- reviewing the night network and
- promoting sustainable city-region transport.
The strategic and operational framework for translating these requirements into a new public transport network shall be provided by the new public transport plan of the City of Münster.
The administration of the City of Münster has been politically mandated to develop the 4th public transport plan along with a supporting infrastructure program for submission by the end of 2027 (cf. minutes of V/0164/2024). In this context, the support of an external planning agency is planned.
Contractor's task profile:
- Presentation of the basics & framework conditions and strategic embedding
- Inventory and analysis (structural data, mobility data, infrastructure, public transport offerings, strengths-weaknesses analysis with traffic modeling)
- Elaboration of goals and development of requirements/quality standards for public transport
- Service concept and development / measures with variants and strategies for phased implementation; addressing issues and verification assignments
- Financing planning
- Communication and participation (design and implementation)
- Process control / management (project and timeline with milestones)
- Coordination and documentation
- Report and data transfer
