Framework Agreement for the Procurement of Mobile Digital Patient Education.
The client is AGAPLESION Management- und Beratungsgesellschaft GmbH with its registered office at Ginnheimer Landstraße 94, 60487 Frankfurt am Main (hereinafter referred to as the "Client"). It is part of the nationwide healthcare group
AGAPLESION gAG, which unites a large number of facilities in various areas of health care and nursing throughout Germany under its umbrella and operates them through subsidiaries.
The contracting authority shall coordinate the award of the framework agreement for the
a total of up to 19 hospitals, each of which will enter into the framework agreement as a contracting authority (hereinafter referred to as the "respective client") and, if necessary, withdraw from it.
However, there is no obligation to make (even partial) retrieval for the individual houses.
The respective client plans to introduce a solution for mobile patient information (hereinafter referred to as the "information solution") within the framework of the existing patient portal.
The background to this procurement project is the nationwide funding program Hospital Future Act (KHZG), through which hospital operators are supported in the digitization of their hospitals and through which the procurement is partially to fully financed. It is therefore a subsidy-financed project. The award of a framework agreement here concerns the introduction of a solution for mobile patient education within the framework of the existing patient portal. In particular, it is intended to meet the requirements of the
Eligible for funding 2 according to the KHZG (individual points of sections 4.3.2.1 and 4.3.2.2 of the funding guidelines) and primarily concerns software.
The focus of the project is mobile education, which patients can use to find out about their treatment. Details of the solution to be offered can be found in particular in the DOCUMENT E. Specifications.
In the present case, the contracting authority intends to procure the reconnaissance solution for 19 of its hospitals through a uniform award procedure and thus to obtain a uniform solution throughout the group in order to be able to exploit synergies. The client reserves the right to remove individual houses from the contract or to add new ones. A uniform analogue solution for information sheets is already being used in all of the client's facilities. These analogue sheets are currently printed out in a personalized form (with the patient's master data) and handed over in paper format. With the requirement of the KHZG and the application advertised here, the information sheets are to be made available in the future additionally or partially digitally on an end device (e.g. smartphone, tablet, PC, laptop) of the patient (personalized) before the hospital stay or during the stay on various end devices of the clinic. If available for the respective form of treatment, this must be supplemented by educational videos. The determination of the appropriate information sheet is made by the attending physician. Patients must also be able to take notes for questions in the digital sheets. If necessary, it must also be possible to sign the digital information forms in a legally compliant manner. The application is intended to promote patient participation and self-determination.
Bidders must also take into account that the interaction of the patients of the digital information solution in question is to take place via the patient portal of the company Samedi GmbH ("Samedi"). Access to corresponding information sheets, videos, etc. must therefore be possible within the Samedi portal. The information solution offered must allow integration into Samedi's patient portal. In addition, the solution must be able to be integrated into the service provider's HIS applications (Dedalus - Orbis, Telekom - iMedOne, CGM - Medico) and, if necessary, into the MVZ solutions of the respective client.
It is intended to conclude a framework agreement with a contractor with an initial term of 36 months. The Client reserves the right to extend the contract in whole or in part for a further twelve (12) months in accordance with public procurement law. The Client expressly reserves the right to extend beyond this. This depends on various factors that cannot be assessed at the present time.
The reconnaissance solution is to be delivered to the contracting authority that makes the call from the framework agreement. The call-off will be made by means of an individual contract to the successful bidder. The term of each individual order is again 36 months. An extension is possible within the framework of the applicable funding and procurement law.
The contractor is to advise on the implementation of the system and provide the necessary training. Since the contracting authority is facing a challenging implementation project with up to 19 hospitals, bidders must submit a sample project plan or concept that takes into account synergy effects, e.g. through sponsoring structures and compliance with the state-specific implementation deadlines.
Specific requirements for the reconnaissance solution to be offered result from the specifications (DOCUMENT E. Specifications). In the bill of quantities, a distinction is made between MUST and SHOULD criteria.
