Description:
A framework agreement is being established for a telemedicine workplace facilitating emergency consultations and structured data exchange among hospitals to enhance patient care through digital networking.

With this award procedure, the conclusion of a framework agreement for a telemedicine workplace for emergency consultations with structured data exchange of all treatment-relevant data is put out to tender as a joint contract award. The procurement will take place as a transfer of standard software in return for a one-time fee on a permanent basis (purchase), see Annex 12 EVB-IT System Agreement.

MHH - Framework contract for telemedical workplace for emergency consultations with structured data exchange of all treatment-relevant data.
Within the framework of the Hospital Future Act (KHZG) and in relation to the guideline for digitization in the health care system (DiGi) of the Lower Saxony State Office for Social Affairs, Youth and Family, the conclusion of a framework agreement for a telemedical workplace for emergency consultations with structured data exchange of all treatment-relevant data is being considered. This teleintensive care equipment is part of the pilot project "Teleintensive Care Networking of the Pediatric Intensive Care Network (PIN)".

In the future, the project is intended to enable regional and national hospitals, which already make use of the MHH's high level of medical expertise, to provide a secure communication channel for joint patient treatment through digital networking (standardised information technology). The PIN of the MHH acts as an intensive care and emergency medical contact point for its partner clinics to ensure needs-based care on site (tele-consultation) or through targeted transfer of patients (patient management).
A modern, digital telemedicine application, which is easily accessible to all participants (accessibility), enables specialized specialist expertise for the treatment of patients requiring intensive care, even if this is not available on site. The present award procedure completes teleintensive medical communication with a telemedical PDMS, which makes it possible to view patient data in the PIN network clinics and thus increase the quality of the teleconsultation.
Installation variant 1 (interface installation): An existing PDMS is already installed in the clinic. The telemedical PDMS is not used for treatment on site. Here, the task is to make the digitally available data available for telemedical consultation (background solution).
The range of functions of the areas to be connected is determined by each clinic participating in the network at its own discretion. The demand can vary from the individual treatment station to the intensive care area to be fully connected and is called up accordingly from the framework contract.
Installation variant 2 (primary installation): Installation of the telemedical PDMS for use in on-site treatment. The task here is to make the digitally available data available for telemedical consultation and at the same time to serve as a conventional, primary PDMS for the organization and documentation of treatment on site (full installation).
This installation variant is most likely to be used if digital file management is not yet established in the department/hospital location.
If several wards/areas at a clinic location are to be equipped with this telemedicine PDMS, it may be possible for a combination of both installation variants to be used in a clinic due to different pre-equipment with an existing PDMS.
