The Rödingsmarkt parking garage is a reinforced concrete skeleton with single-axis tensioned ceiling slabs on reinforced concrete beams from 1962/1963, comprising a total of 872 parking spaces (currently only 690 parking spaces are available due to concrete condition). Additionally, commercial spaces of approximately 4,000 m² are available on the ground floor and the roof level.
The parking garage, listed since June 27, 2023, is to play a key role in the development of Rödingsmarkt. For this purpose, Sprinkenhof aims to collaborate closely with the authority for urban development and housing, the authority for culture and media/conservation office, and the district office Hamburg-Mitte/department for urban and landscape planning to develop a conservation-related usage concept, in which further usage components beyond the existing parking garage use are to be included, particularly in the ground floor zones and on the roof of the parking garage.
As the owner, Sprinkenhof aims to preserve the parking garage and also wishes to create an innovative place for mobility and encounter. In addition to necessary concrete renovation, an attractive ground floor zone shall be created. The ground floor is to be rethought towards Rödingsmarkt, including the viaduct, as well as towards the Fleet side, and to be animated throughout the day. By specifically activating the ground floor zone with suitable usage components, such as gastronomy, a comprehensive contribution to the development of the city center is to be made.
The basement will be directed towards e-mobility, bicycle parking spaces, and further functions, making it a site of innovative mobility. The redundant mediatech on the roof will be replaced by a new use (office/residential).
In addition to the high-quality and heritage-compliant redesign of the basement, ground floor, and upper floors, the parking levels 1-5 will be carefully renovated to preserve the parking spaces and to accommodate future stationary traffic from the street space, especially from the currently located parking spaces under the viaduct. The goal of maintaining the existing structure, taking structural challenges into account, has the highest priority for the concrete renovation, enhancement of the basement, ground, and upper floors, in terms of the model effect of the Free and Hanseatic City of Hamburg. A conversion during ongoing operation is a mandatory internal requirement to avoid losing permanent parking space tenants to other parking garage providers during the construction phase.
In line with the model function of the Free and Hanseatic City of Hamburg, compliance with the Climate Protection Act and the associated climate plan must be observed. The standard as KfW 40, the use of renewable energies for heating and cooling demand, as well as planning with climate-friendly building materials (e.g., recycled building materials / circular construction) shall be taken into account, provided it is permissible under heritage regulations. Innovative and systematically tailored approaches are explicitly welcomed. The buildings should meet the ecological standards of the Climate Protection Act. Photovoltaics should be utilized for sustainability, where heritage regulations allow (mandatory for public buildings in Hamburg since 2023, potentially on roofs, facades, on the property).
The required planning services for the project will be commissioned in phases.
The commissioning takes place in 5 phases, with the individual service phases divided as follows:
Phase 1: Service phases 1 - 3 (basic evaluation, preliminary planning, and design planning)
Phase 2: Service phase 4 (approval planning)
Phase 3: Service phases 5 - 7 (execution planning, preparation of tender, participation in the tender)
Phase 4: Service phase 8 (project monitoring - construction supervision and documentation)
Phase 5: Service phase 9 (project support).
Initially, Phase 1 will be commissioned. There is no entitlement to further phase commissions.
