Description:
A pilot project for teleoperated car sharing will be launched in Hamburg-Bergedorf to explore the integration of teleoperated driving technology into public transport and enhance mobility services for residents.

The contracting authority aims to continuously improve the transport services in the mobility sector for the citizens of the Free and Hanseatic City of Hamburg. For this purpose, the contracting authority is also exploring new avenues and is open to new technologies. One such technology is teleoperated driving, meaning the remote control of vehicles in road traffic without a real person controlling the vehicle inside it. The contracting authority sees enormous potential in this technology with various areas of application. Teleoperated driving can particularly serve as a groundbreaking bridging technology towards fully autonomous vehicles. Therefore, the contracting authority intends to conduct a two-year pilot project in the Hamburg district of Bergedorf and test teleoperated driving. To simultaneously improve the mobility offerings for the citizens in Bergedorf, teleoperated driving will be implemented in the form of teleoperated car sharing. The contracting authority hopes to gain insights on how teleoperated driving as a technology can be integrated into public transport and how the public transport service can be broadened and improved. The teleoperated car sharing will initially be limited to the Lohbrügge district (operational area 1) and will be expanded over the course of the pilot project to the entire district of Bergedorf and the Vier- und Marschlande (operational area 2). The pilot project will be designed for two years. In the first year, the teleoperated car sharing in Hamburg-Bergedorf will be set up and established, particularly aiming to scale the fleet of simultaneously operated televehicles to 15 units. Additionally, the car sharing is to be operated and made available to the citizens in this first year. The second year will then be entirely dedicated to the operation of the teleoperated car sharing. If the pilot project is successful, the operator of the teleoperated car sharing will have the opportunity to continue the teleoperated car sharing on a commercial basis.

Through this tender, the contracting authority is awarding the service for the establishment and operation of teleoperated car sharing in Hamburg-Bergedorf. The service is limited to two years. The service includes, in particular: - the establishment of teleoperated car sharing in the first year - the establishment of teleworking positions - the development of a fleet of 15 simultaneously operated televehicles - obtaining necessary approvals for the televehicles - the operation of the teleoperated car sharing - the establishment of digital booking and payment options for users - the evaluation of usage, usage options, strengths and weaknesses of teleoperated car sharing and the submission of evaluations to the contracting authority
