The object of the contract is the expansion of 16 interoperability software licenses for the Onesait Healthcare product for its supply and installation to absorb the necessary capacity increase to cater to the new concurrent users expected with the implementation of the RUVCM (Unified Vaccination Registry of the Community of Madrid). The development of this new information system was tendered in July 2024 and is currently in the execution phase. The RUVCM system, for its production deployment, requires an increase in the number of licenses for the Onesait Healthcare Suite that were acquired through a contract formalized on April 29, 2020, and its subsequent expansion signed on May 19, 2023. In this way, it is expected to accommodate the anticipated increase in users from this new system and take on additional workloads. This is a mixed contract as it contains supply and service provisions, and both provisions are directly linked to each other maintaining a complementary relationship that requires their consideration and treatment as a functional unit, the legal regime and the rules that will govern the award, are the rules of the supply contract, as this is the main provision, and the service provisions are ancillary. All of this is in accordance with the provisions of articles 18 and 34.2 of Law 9/2017, of November 8, on Public Sector Contracts, by which the Directives of the European Parliament and Council 2014/23/EU and 2014/24/EU, of February 26, 2014, are transposed into Spanish law.
