Description:
The project involves planning and construction supervision services for a fire station integrated with a community center in Bickendorf, ensuring accessibility, technical equipment planning, and compliance with funding requirements.

The Verbandsgemeinde Bitburger Land intends to build a fire station with an integrated community center. The subject of the procurement procedure is the provision of the necessary planning and construction supervision services. The plot marked in orange on the site plan within the municipality of Bickendorf is designated for this project.

The building is intended to have a total usable area of approximately 576 sqm. The plans are coordinated with the funding agencies for flood relief and the investment fund. The attached plans need to be revised as follows: the community hall should only have 140 m², and the cost breakdown in level 3 should be clearly separated by funding provider, in order to show each funding provider the financing needs and to establish a distribution key for the planning costs.

The plans for service phases 1 and 2 coordinated with the supervisory and service directorate (ADD) should be adopted with the above-mentioned requirements, as they could be implemented in a funding-compliant manner.

The building must be made accessible.

As part of the planning of technical equipment, the tender for an on-site power generation system (PV system) or a heat generator, heat pumps, will take place. Furthermore, the kitchen planning should be carried out by the TGA specialist planner in consultation with the municipality.

Within the framework of the planning of electrical technical equipment, at least one connection for e-mobility must be planned.

Lot 1 – Object planning services for buildings and outdoor facilities.
The subject of this tender are object planning services according to § 34 HOAI in conjunction with Annex 10 HOAI in service phases 3-9 and outdoor facility planning according to § 39 HOAI in conjunction with Annex 11 HOAI in service phases 1-9.

The costs (net) for the overall measure (community center and fire station) are expected as follows:

KG 400 - Building - Technical systems - €720,365.71
KG 410 - Wastewater, water, gas systems - €184,413.62
KG 420 - Heating supply systems - €239,881.78

KG 440 - Electrical systems, including lightning protection - €199,541.30
KG 450 - Communication systems - €12,966.58
KG 470 - Usage-specific system (kitchen) - €52,586.70
KG 480 - Building and system automation - €15,127.68
KG 500 - Outdoor facilities and open spaces - €336,705.51
KG 600 - Facilities - €130,000.00

A staggered commissioning is planned. Initially, the service phases 3-4 regarding object planning and phases 1-4 concerning TGA and structural planning, i.e., up to the approval planning, are to be commissioned, and subsequently the service phases 5-9 or concerning structural planning phases 5 and 6.

The services will be tendered in lots as follows:

Lot 1 – Object planning services for buildings, LP 3-9 according to § 34 HOAI as well as outdoor facilities, LP 1-9 according to § 39 HOAI
Lot 2 – Planning services of technical equipment HLS and electrical LP 1-9 according to § 55 HOAI
Lot 3 – Planning services of structural planning, LP 1-6 according to § 51 HOAI

Performance time:
Completion of design planning with site plan, construction plan with specifications, cost estimation level 3 according to DIN 276, as well as area calculation according to DIN 277 Parts 1-3, by 01.07.2025
Planned start of construction no later than the second quarter of 2026
Planned commissioning autumn 2027

The project is funded from public funds. The compliance with the funding requirements must be ensured at all times. The separation of the different funding providers must also be provided during the billing review by the specialist planners of the Verbandsgemeindeverwaltung to allow for the preparation of fund calls and usage certificates.

Regarding the description of the service, the client aligns with the service images of HOAI 2021. Further details are regulated by the contract.
